Additional Tax on Sugar Proposed, Flynn Says.

EW YORK, Jan. 19.—Secretary Wallace proposes a new tax on sugar processors of.one cent a pound on all sugar processed. On its face it sounds like a tax on processors, manufacturers of sugar.’ But in effect it may be somewhat different. Indeed, it is a little difficult to follow. We do not raise, in this country, enough sugar for our needs. But we have a sugar industry in America — cane and beet. Congress has always been very tender with these two industries. It has always laid
heavy tariff du- |
ties on sugar imports in order to prevent foreign sugar producers from underseling American producers. The tariff is levied with another end in view—to stimulate the production of domestic sugar.

UT under the Federal agriculB tural program, the Government seemed to be disturbed by production of too much sugar. Various agreements were entered irito to reduce the production of sugar and raise the price to American users—to raise the price not only for American sugar growers and processors, but also for foreign growers and processors. It has always seemed a little contradictory to levy one tax on a necessity like sugar to encourage domestic production, then levy another tax to discourage domestic production and raise prices. Yet Secretary Wallace now proposes to add to the duty of 5 cents a pound to encourage production another tax of a cent.a pound to limit production. All this is part of the policy which the Government still pursues —first, that the way to bring prosperity is to raise prices; second, that the Government owes it to producers to get prices up.

AVING gotten the price of sugar up, to that extent the
Government has reduced the purchasing power of the people who
buy sugar. Incidentally it has increased the profits of the sugar processors. Now it thinks the profits ought to be cut down. Hence the tax on the processors. But of course there will be nothing to prevent the processors from adding that cent to the price of the sugar- and pisving it on. to the wholesalers. } The wholesaler will pass it on to the retailer apd the retailer to the consumer. And in accordance with the practice o ssing along taxes when the taxes are levied at a point so far from the consumer, the tax as it is handed on grows as each handler—processor, wholesaler, retailer—adds a little more. At a time when the rising prices of commodities are. a sore subject with the consuming public and a direct threat to the continuance of business recovery, any tax designed to increase prices is sure to arouse resentment. Total Boreaset 50 Per Cent Over 1935 as Record Is Established.
With 99,537 placements during 11936, the Indiana State Employ{ment Service attained the best rec- | ord since its inauguration in 1933, {Calvin F. Davis, state statistician, reported today. This was 50.1 per cent or 33,220 | more than the total of 66,317 for the year 1935, the report showed. Operating 21 offices in Indiana, the service found 54,984 jobs with {private employers for men and women. This was 8,797 more than | | thé record for 1935, which was 46, | 1187. The total fn 1934 was 27,774. In addition, 44,553 placements were made on public works projects. The corresponding figure for 1935 was 20,130. Of the private jobs filled, men were placed in 30,936 openings and women in 24,048. These totals compare with 28,148 (men) and 18,039 (women) placed during 1935.

The number of new applications taken last year deciined, being 118,071 as compared with 149,684 1n (1935. This decrease had been anticipated, for during 1935 more than 40,000 WPA workers were obliged to register with the Employment Service, Mr. Davis explained. “One of the largest tasks accomplished by the service,” Mr. Davis said, “was a reinterviewing program conducted during the last quarter of 1936. More than 70,500 persons who were certified for WPA employment were contacted to have their application cards checked and made more complete. This was done to put the service in better position

A field visit is a call on an employer made by an employment service worker for the purpose of explaining the service, obtaining information in order to adjust the facilities to the needs of the employer, to learn about work opportunities and to tell about available applicants,” according to Mr. Davis. ¢ As of. Dec. 31, 1936, there were 183,501 application cards in the active files of the 21 offices. Approximately 19 per cent of these applicants have jobs but are seeking better ‘positions, the report said.
AUTO OUTPUT DROPS DUE TO SHUTDOWNS
Times Special DETROIT, Jan. 19.—Listing plant shutdowns as the cause, Ward’s Automotive Reports today stated that automobile output showed a slight decline during the past week. The report set the week’s output at 85,703 units, compared with 92,142 the preceeding week and 99,391 a year ago. The service estimated that approximately 250,000 men are out of work because of the strikes, about

half of them employed by General Motors. Ward's also said that a shortage of parts and raw materials was handicapping the general output.

Five local banking institutions rank among the first 300 in the nation, the American Banker said today in its 1937 “Roll Call” of the largest commercial banks and trust companies in the United States. Listed as the largest in Indian/apolis, in deposits, the Indiana National Bank ranks 63 in the national list with deposits of $109,405,345. Next is the Fletcher Trust Co., number 157, with deposits of $37,633,555. Panuing 191, the American Najohal Bank shows deposits of $30,823.222. Closing Sales Range Upward From 5 to 20 Cents as Trend Turns.
Overcoming the recent downward trend, light receipts today strengthe ened the hog market at the Indianapolis Union Stockyards and prices opened steady to 10 cents higher than the best quotations of yestere day. Closing sales for weights above 160 pounds were 5 to 15 cents higher and weights above 275 pounds ranged as much as 20 cents upward from yesterday's lows. Final quotations on 160 to 180« pounders were $16.30 to $10.35; weights of 180 to 200 pounds sold for $10.35 to $10.40; 200 to 225pound weights were $10.40 to $10.45; the 225 to 235-pound class were $10.35 to $10.40, and 235 to 250pounders brought $10.30 to $10.35. Packing sows were 10 to 15 cents Ligher, selling mostly for $9 {to $9.50, top $9.65. Weights of 250 to 260 pounds brought $10.20 to $10.25; 260 to 275 pounds, $10.10 to $10.15; 275 to 285 pounds, $10.05 to $10.10; 285 to 300 pounds, $9.95 to $10; 300 to 325 pounds, $9.85 to $9.90; 325 to 350 pounds, $9.75 to $9.80, and the 350 to 400-pound class were $9.65 to $9.70. Cattle Market Steady ; In the lighter divisions 150 to 160= pounders brought $10; 140 to 150 pounds, $9.75; 130 to 140 pounds, $9.50; 120 to 130 pounds, $9.25; 110 to 120 pounds, $9, and the 100 to 110-pound class were $8.75. Receipts totaled 5000. The cattle market was generally steady on all killing classes with receipts totaling 1800 cattle and 500 calves. Bulk steers ranged from $8 to $10, top $12.65.
