House and Senate Liberals Outline Fight on Reorganization.
BY RUTH FINNEY Times Special Writer WASHINGTON, Jan. 18.—Senate | and House liberals are planning the | fight of their lives to save the in- | dependent agencies of the Govern- |! ment from domination by the ex-| ecutive branch. - | They plan to oppose this part of the President's reorganization plan with every weapon at their com‘mand. They will try to keep it from coming out of committee. If they | fail in that, they say they will filibuster. Men who have been in Washington under earlier Presidents recall many an occasion when members of the independent commissions have been the only ones in the Administration reflecting the liberal point of view.
Dislike Roper Domination
They don't like the thought of | the Interstate Commerce Commis- | sion and the Federal Trade Commission, for instance, being domi- | nated by Secretary of Commerce] Roper. Some of them are already | seeking to take control of air commerce out of Roper's hands and give it to the ICC. They have been told by persons close to the President that he particularly wants to do away with the investigative powers of the independent agencies. To the liberals this is a fighting issue. They remember vividly the investigation of utilities carried on by the Federal Trade Commission through the Coolidge and Hoover Administrations despite hostility from the White House, which continuously tried to reduce appropriations for the work. Without the facts obtained in that investigation, President Roosevelt's Holding Company Act could not have been passed.

Warning’ against the “brown network of Naziism,” Marvin Lowenthal, representative of the American Joint Distribution Committee for Jewish Relief in Europe, addressed welfare workers at the Kirshbaum Community Center last night.
“The anti-Semitism of Fascist countries is not due to a sudden, irrational outbreak of Jew hatred, but is a result of the economic decline of Europe since the World War,” Mr. Lowenthal said. “Actual war has been. declared
