Not Fast Allies, Flynn Says.

EW YORK, Jan. 15—The eager reader of the war news from Spain must be a little bewildered at the manner in which the clouds gather and thicken over the Mediterranean and then thin out and move on. The explanation | mugt be found in factors far re- | moved from the tortured peninsula. { Of course it would be unrealistic to assume that economic forces alone control and direct these hostile energies which threaten Europe. But it would be equally unrealistic to ignore the - fact that the economic. factors are by far ‘the most fun- . damental. Mr. Flynn The casual eader is apt to think of Italy nd Germany as fast allies beause they are the two fascist naions. He concludes therefore that hey will act as a unit in any crisis. But this is far from true. Italy's ost dangerous foe is Germany. yermany’s most formidable obstale to her daring design is Italy. he point of conflict between these wo nations lies in Austria and this is of infinitely more importance to | ither of them than Spain.

PAY RATES FOR COMMON LABOR TOP 1929 PEAK
Returns, From 20 Cities Show Skilled Class Below 1930 Average.
Times Special NEW YORK, Jan. rates for common labor used on construction work now have passed ! the pre-depression high set in 1929, it was announced today by Engineering News-Record. In the same report the magazine stated that skilled labor, though increasing rapidly, is only 89 per cent of its 1930 top. | The report, based on returns from 20 cities, said that the skilled labor rate was $1.24 in January, an increase of 6 cents over December. The common wage rate went from .586 cents to .603 cents in the same time. Common labor is 7 per cent | above the 1929 high.

[upturn in the skilled division was
due to new contract ‘periods for unions that started the first of the year. a These averages, the magazine said, illustrated the slow reaction of union rates to a changing market. The steady rise in both skilled and common rates during the past 18 months is due to a stiffening of the lower rate. In many cities the nonunion rate has equaled the union rate, the report stated. In St. Louis building crafts have advanced their wage scales until they now equal the 1929 levels. The increase, ranging from 10 to 50 cents an hour, is to be effective for from one to four months, according to the report.
TVA Increases Pay
On Jan. 5 TVA increased the | wages of approximately 5000 workers about 10 per cent. The pay range now is from 45 cents for unskilled labor.to $1.25 for skilled trades. The United Carpenters and Joiners Brotherhood endorsed a five-day, 30-hour week, News-Record reported. A suggestion that the brotherhood’s constitution be amended to advocate Federal legislation on the matter has been adopted, the report said. In Des Moines, Iowa, the City Council has agreed to pay the difference between the highway commissions: minimum and the union rate for work on a viaduct, according to the magazine, and the Texas Highway Commission has increased wages 5 cents an hour.

PORKER PRICES ADVANCE WITH SMALL SUPPLY
Weights Above 160 Pounds Climb 15 Cents; Top Is $10.75 for Day.
Continued small receipts today again boosted hog prices at the Indianapolis Union Stockyards in an active market. Weights above 160
pounds gained 15 cents, although in some instances these classes brought 20 cents more on outstanding offerings. Underweights were 10 cents higher, The day’s extreme top was $10.75 on strictly choice 203-pound weights. Receipts were 3000. At the close, weights of 160 to 180 pounds sold for $10.60; 180 to 200 pounders were $10.65; 200 to 235pound weights brought $10.70, and 235 to 250 pounders were $10.60.
Packing Sows Steady
Packing sows were steady to strong and ranged from $9.10 to $5.65, top $9.75. Weights of 250 to 260 pounds sold for $10.50; 260 to 275 pounds were $10.40; 275 to 285 pounds, $10.30; 285 to 300 pounds, $10.20; 300 to 325 pounds, $10.15; 325 to 350 pounds, $10.05 and. the 350 to 400-pounders were $9.95.
In the lighter divisions 150 to 160pounders brought $10.25; 140 to 150 pounds, $10; 130 to 140 pounds, $0.75; 120 to 130 pounds, $9.50; 110 to 120 pounds, $9.25 and weights of 100 to 110 pounds sold for $9. The cattle market was generally steady on all classes. The run of 3000 cattle and 300 calves included five loads of prime steers weighing above 1272 pounds, bought to arrive at $14.
‘Vealers Off 50 Cents
Four loads of choice 1682-pound steers sold on the market at $12. Other steer sales ranged from $6.50 to $11. A few heifers sold upward to $8. Beef cows were $5 to $5.75, the cutter grades $3.75 to $4.75. Top price for sausage bulls was $6.50. Vealers were 50 cents lower and the good |1 and choice kinds ranged from $13 to $13.50. Consisting mostly of fed western lambs, the sheep market was fully steady. Good and choice wet fleece offerings were $10.50. Slaughter sheep were steady to strong and the bulk of slaughter ewes sold for $4 to $5, top $5.50. Receipts totaled 2500.

1 Indianapolis firms using the fae cilities of the Indiana State Eme pioyment Service have increased recently due to a field eo conducted during November and December, according to James Holtzapple, local manager, Conducted as an educational campaign, employees of the branch made 1520 field visits of which 341 were new contacts to explain the function of the service, Mr. Holtze apple said.
“Besides stimulating orders for workers from new sources,” Mr, Holtzapple said, “old users are calling on us more: extensively since having our methods outlined in de= tail. We were able to correct seve eral erroneous impressions. Some employers thought that we find jobs only for unemployed persons and did not know that we have applicants who .are now working buf are seeking better opportunities.” “A few employers believed we place men in laboring jobs only. If was explained to them that our files contain the application cards of persons trained for the professions, office work, highly skilled trades, sales positions, and the do« mestic or personal services.” “When it is possible or convenient; in our field visits,” he added, “wa gather information which will as« sist us in selecting exactly the type of applicant that a certain face tory, office, store or garage pre= fers. The more we can learn about the special requirements of a par= ticular firm, the easier it is for us to sort out and send that employer the kind of applicant desired.”
