STATE HARBOR BILL PUSHED BY REP. HALLEGK
Hoosiers Take rake Early Lead in Offering Measures to Congress.
BY DANIEL M. KIDNEY Times Special Writer WASHINGTON, Jan. 8.—Rep. Charles Halleck, Indiana’s only Republican Congressman, has announced his determination to try and secure a public harbor for the state on Lake Michigan at this session of Congress. His first bill provides for a survey and examination of the entire Indiana lake shore by Army engineers “with a view to the establishment and construction of a new and adequate commercial harbor at the most suitable site.”
Mr. Halleck believes that such a survey will result in the Secretary of War recommending the Burns Ditch harbor project, which has been backed by northern Indianians for some time. This would create a harbor in Porter County about two miles east of Chesterton. Rep. Louis Ludlow’'s Eagles’ stabilization of employment bill drew numer one, as planned, and his proposal to amend the Constitution giving women equal rights with men is Joint Resolution one.
Referendum on War
His proposal for an amendment to the Constitution to provide for a referendum on foreign war and take the profits out of war is also in the legislative hopper. Hoosier congressmen headed the list in the number of early bill introductions. Most of the measures are pets of members who have had

He did so last session at the suggestion of Superior Court Judge Benjamin E. Buente of Evansville. The judge has been campaigning for such a Federal law for several years. The “full-crew” bill, backed by the railway brotherhoods, has again been introduced by Rep. Glen Griswold. Other Bills of Hoosiers Mrs. Virginia Jenckes presented a Lill toestablish & Civil Service Board of Appeals. Rep. Samuel B. Pettengill’s two

pet bills are in again. One empowers the Interstate Commerce Commission to abrogate the long and short haul clause so that railroads may meet truck and water competition. The other would forbid block-booking of motion pictures. Rep. William T. Schulte beat all his colleagues in introducing the annual measure authorizing the President to proclaim Oct. 11 Gen. Pulaski’s Memorial Day.
