TWO PLATFORMS WIN SUPPORT OF LIBERTIES UNION

Programs Will Be Sent to Congress and 43 Legislatures.

WASHINGTON, Jan. 1.—A comprehensive program for Congress and for the 43 state legislatures which meet in 1937 has been framed | by the American Civil Liberties Union and sent to members of Congress and the governors. “Prospects of repeal of restrictive laws and enactment of others. prowoting freer exercise of civil libertiep are more favorable than in years,” Director Roger N. Baldwin of the union said. The program for Congress includes the following: “1. Four bills’ to insure greater

freedom on the radio by setting aside prescribed periods for a presentation of public’ issues; for guaranteeing fair treatment of controversial issues; for freeing stations from legal liability for utterances on such programs, and requiring all stations to keep a record of time granted and refused.

“2.-A bill to substitute for the present one-man postoffice censor, a system of jury trials for excluded matter such as is now in successful operation im the Customs Service concerning matter excluded from importation.

“3. A bill to re-establish the right of political asylum for bona fide refugees from foreign tyrannies. “4, Support of the Department of Labor’s bill granting wiser discretion to prevent needless hardships in deportation .cases.

“5. A bill to make military training in Federal-aided colleges purely optional. “6. Support of the bill to provide for the Federal prosecution of lynchers where states fail to act. “7. Repeal of the so-called redrider adopted two years ago on the District of Columbia appropriations bill prohibiting the ‘teaching or advocacy of communism.

“8. A bill to provide a civil form

of government for American Samoa, now under Navy rule.” The proposals for state legislatures are:

“1. Bills restricting the issuance of injunctions in labor disputes in industrial states still without that legislation.

“2. Repeal of the laws in four states (Indiana, Arkansas, Tennessee and Delaware) denying the ballot to parties advocating certain prescribed doctrines.

“3. Repeal of teachers loyalty oath laws in the 22 states ‘which now have them, and opposition to such legislation in other states.. .

“4, Repeal of statutes in several states for compulsory flag-saluting of school children in violation of religious conscience.

" “5. Repeal of sedition and criminal syndicalism laws in such of the 34 states with this legislation in. which vigorous campaigns can be organized.

“6. Campaign for adoption of a model bill for the wider use of school buildings for public Meetings in those states with unsatisfactory legislation.

“7. Campaign for a model bill aimed at curtailing the practice of
