‘URGENT’ MARK ON 1937 RELIEF ~ APPROPRIATION
Egress Due to Rush Bill as Funds Will Be Gone By Jan. 20.
By United Press WASHINGTON, Jan. 1.—President Roosevelt faces the necessity today of seeking a new work-relief : appropriation almost immediately after Congress convenes Jan. 5. The Works Progress: Administra- ‘ tion: will be without funds by Jan.
20, its $1,425,000,000 fund exhausted in just half the time the Senate . and House expected. . The new appropriation will finance unemployment aid until «July 1, 1937, the start of the new {fiscal year. Later in the session, * Mr. Rooseveltg will ask for more money of Congress to continue the program into 1937-1938. . WPA .Administrator Harry L. Hopkins steadfastly refused to reveal the Administration’s future ‘= relief plans, except to predict that . costs could be cut 20 per cent because of rising private employment.
Half Billion Likely
Indications were, however, that Mr. Roosevelt would seek at least’ $500,000,000 to meet work project . costs during the next six months, “and from $750,000,000 to $1,000,--000,000 for the 12 months after July 1. * If those figures are cottent, they “will represent drastic reductions in *work-relief spending. Although re~lief rolls declined during 1936 by approximately 16 per cent, costs

REPORT CLAIMS TVA'S POLICIES CUT HIGH RATES
Cheaper Power Held Only One of Benefits From Tennessee Project. ER
yy United Press . WASHINGTON, Jan. 1.— The Tennessee Valley Authority has submitted a 377-page annual report to the President and Congress—a vir-
tual brief in defense of its power policies. TVA’s program is breaking the “vicious circle of high rates and low use of electricity,” presaging a “new economic era for the nation,” the report said. Mass production of electricity at government dams along the Tennessee River and its sale at low rates had demonstrated that making power less expensive will increase its use, TVA reported. Within three years, it said, the program has gone far enough to “have important , meaning for the United States and wider application of the principles of mass production and consumption “may open a new economic era.” Cheaper power is only part of

the public benefit that should be gained from development of the country’s Wter resources, the re-
port emphasized. Other objectives are improvement of navigation, flood control, national defense and agri+ cultural aids.
Stimulates Consumption
The report cited TVA’s own experience and that of private utilities in the area to show that its cost-cutting program is stimulating electricity consumption protitably. Nine municipal and co-operative systems are buying TVA power for resale to consumers at rates of near-
ly 50 per cent less than private utilities charged, the report said. Three private utilities that cut rates from 23 to 37 per cent under TVA contracts gained enough business to
increase their gross earnings 10 per cent from 1933 1935, it added. “To compress into) a few words ‘what the authority iy trying to do,” the report said, “it may be said that the facilities of the controlled river are being used to release the energies of the people.” The report frequently cited the U. 8. Supreme Court’s opinion upholding constitutionality of the development. It pointed out that its
|right to seek a market for surplus power was approved by the:court.

REPORT HEARD
White House Insists That Central Publicity Agency Is Not Planned.
By United Press : WASHINGTON, Jan. 1.—Creation of a central press and information bureau to become the distributing point for major New Deal pyblicity is under discussion, according to reports circulating here today. It is understood there has been
which would maintain contact with newspaper and magazine writers, with radio stations and serve as an information center for the public. Inquiry at the White House brought an immediate denial. Assistant Secretary Marvin H. McIntyre said he had not heard of such a plan. Others acquainted with administration information and publicity procedure indicated that such a project had been discussed. It is known that Brookings Institute experts who are making a “functional inventory” of the government's operation are considering the New Deal publicity organization. Each of the many departments and agen~ ties has its own publicity service under existing arrangements in addition to the United States Infor-
sought to |-mation Service established by the
National Emergency Council.
Early Directs Relations Assistant White House Secretary Stephen T. Early is the foremost New Deal public relations official. Of almost equal but unaqfficial rank is Charles Michelson, publicity chief of the Democratic National Com-
consideration of a central bureau
