By United Press WASHINGTON, Jan. 1.—President Roosevelt faces the necessity today of seeking a new work-relief : appropriation almost immediately after Congress convenes Jan. 5. The Works Progress: Administra- ‘ tion: will be without funds by Jan.

yy United Press . WASHINGTON, Jan. 1.— The Tennessee Valley Authority has submitted a 377-page annual report to the President and Congress—a vir-

tual brief in defense of its power policies. TVA’s program is breaking the “vicious circle of high rates and low use of electricity,” presaging a “new economic era for the nation,” the report said. Mass production of electricity at government dams along the Tennessee River and its sale at low rates had demonstrated that making power less expensive will increase its use, TVA reported. Within three years, it said, the program has gone far enough to “have important , meaning for the United States and wider application of the principles of mass production and consumption “may open a new economic era.” Cheaper power is only part of
