EW YORK, Dec. 16.—The War Department has a plan to control prices and to draft industry in the event this country is drawn
into another war. There are some features of it which are interesting The Senate Munitions Committee has a bill pending, the aims of which is to take the profits out of war. Many devices are iInvoked for this purpose. But the chief one is taxes—taxes to pay for war while it is being fought instead of on borrowed funds; taxes to prevent | any one from | making a lot of money out of a
national disaster, This bill has been approved by the Munitions Committee, the Military Affairs Committee and the Finance Committee. But of course the bill had some critics. And the favorite complaint of the critics was it was a plan to change our form of government and our economic and social system during a war. .
rT & nw of that War Department's plan becomes significant. It gives the Government the right to fix prices of all war materials and commodities. It authorizes the President to close all commodity and secur- | ity exchanges and to regulate them if they are open. In addition to this it proposes to give to the President the power to draft into service industrial management personnel. Indeed, some contend, according to the reports from Washington, that while there is no cirect provision for an industrial draft, the bill could be interpreted as permitting such a thing. In fact the American Legion has had a plan for a universal draft which would completeIv putting everybody in the war machine, These proposals remind us that modern war produces an atmosphere instantly in which our democratic state of free enterprises can rot hope to flourish.

Prices generally were 15 cents higher on weights over 160 pounds | and 10 cents higher on underweights | in an active hog market today at the Indianapolis Union Stockyards. | Receipts totaled 5000 compared to | 9000 last Wednesday. The run in 11 | close-by markets totaled 78,000 compared to 113,000 the same day last week. At the close, 180 to 200 pounders brought $10.30; 200 to 225-pound weights were $10.35 and 225 to 250 pounders were $10.40.

Weights of 250 to 275 pounds were $10.30; 275 to 300 pounders were | $10.25; 300 to 325 pounds, $9.95; 325 |
Packing sows generally were 10 to 15 cents higher and the bulk of the sales ranged from $8.85 to $9.50, top $9.75. In the lighter divisions, 150 to 160 pounders sold for $9.75; 140 to 150-pound weights brought $9.50; 130 to 140 pounds, $9.25; 120 to 130 pounds, $9; 110 to 120 pounds, $8.75, and the 100 to 110 pounds, $8.50. The cattle run of 1000 consisted mostly of she stock with a sprinkling of lower grade steers and the market was around steady.
Beef Cows Strong
Better grades of beef cows were strong. Bulls were scarce and were steady to strong. Most steer sales ranged from $7 to $9.25. Most heifers brought $8 down to $6. Beef cows sold for $4.25 to $4.75, the cutter grades, $3.25 to $4. Sausage bulls sold at $5.50 down. Vealers were steady to 50 cents
of the better grades sold for $11 to $11.50. The entire lamb run consisted of natives and the market was steady {with a top of $8.75 and bulk sales ‘at $8.50. Sheep were steady. Good ‘choice fat ewes soid for $2.75 to §3.25, top $3.50. Receipts totaled 500.

Times Special NEW YORK, Dec. 16.—Despite recent reactions in futures markets, | the upward trend in commodity prices sent Dun & Bradstreet's commodity index to its recovery peak
on Dec. 7, the company statisticians announced. The advance in cash prices was well distributed, with grains showing exceptional firmness, the announcement said. The Dec. 7 index of 137.29 was a gain of 2 per cent for the week and was 13.8 per cent aobve the 1935 figure, it was said.
