After Delegates Were + ‘Believed Agreed.
BUENOS AIRES, Dec. 15. —Dele-
gates to the Inter-American Conference split today on neutrality
measures, forcing postponement of | & plenary session until tomorrow.
The issue was raised unexpectedly
by Argentina after all delegates ap- - parently had agreed on a neutrality
plan.. The text was even released last Saturday by Secretary of State Cordell Hull. ‘The crux of the whole question is in whether or not the conference shall take a positive stand for neutrality involving positive “declarations of policy against the exportaSion of arms, ammunition or loans to belligerents. - The American delegation, supported by 17 other nations, has been in favor of this. Argentina suddenly declared itself opposed to any definite declaration of policy on neutrality, and led the opposition to establishment of permanent ‘machinery for concerted .American neutrality action. draft’ neutrality plan made public last week had to be put over until tomorrow. Weary hours of conference behind closed doors have resulted in another draft of a neutrality plan. The delegates now are trying to get its Unanimous acceptance. If ‘this succeeds it will be presented tomorrow, While delegates are sworn to secrecy regarding the substitute neutrality plan, Sumner Welles, Assistant Secretary of State, told newspaper men the new draft affects only the “form” but not the “substance” of the proposed treaty.
NONE IS INJURED IN SECOND ‘L’ COLLISION
By United Press CHICAGO, Dec. 15.—Another collision occurred today on Chicago’s “L"” system as investigation was resumed into a crash Nov. 24 in which 11 were killed and 60 injured. Creeping through “peasoup” fog with a heavy load of commuters and Christmas shoppers, an Englewood express bumped the rear of a Jackson Park train at the 37th-st crossing. Windows were broken but no one was injured. The accident lent additional interest to the inquest scheduled today into the Nov. 24 wreck.
SELFRIDGE INJURED
IN FIRE TRUCK CRASH
By United Press LONDON, Dec. 15—H., Gordon Selfridge, Chicagoan who brought the department store to England years ago, and his daughters, Prin-, ‘cess Wiasemski and Countess de Sibour, were recovering today from severe bruises, the result of a motor collision with a fire engine. Mr. Selfridge and his daughters were returning home from a theater last night when a fire engine skidded and struck their car.

TERRE HAUTE, Ind, Dec. 15— Jerome Shandy; local business man, today was named acting postmaster, suceeding John Wood, Republican, who served almost five years. Shandy, who served two terms as county treasurer, had been active in state and county Democratic politics for several years.

Brought up in a hearing yesterday before the Zoning Appeals Board, the problem revolved around a petition from the Biltwell Estates for variance to construct an eightfamily apartment at 37th and Penn-sylvania-sts. : Reese - J. Hendrick, 3678 N. Delaware-st, said restrictions against such construction existed in title to the property. The Board approved {two filling stations for the Phillips ‘Petroleum Co. One is to be at 11th and Dela-ware-sts, the other at 49th and Pennsylvania-sts. The first units in a $100,000 expansion program, the stations are to cost approximately $10,000 each.
