Nh YORK, Dec. 12.—Senator Wheeler's committee has begun its investigation of railway finance. Very logically it started out with the Van Sweringen operations. The two Van Sweringen brothers are dead and the vast tangle of properties which they put together have fallen by one of the strangest incidents in railway history into the hands of an eljerly glass jar m a n ufacturer w h o bought control of three billion dollars of railroad and other properties for less than the price of two good locomotives. This is the story, which can not be told too often, of the holding company and the mysterious things which men may do with it.
The corporation is a useful in--
stirument of industry. It enables a number of persons to unite their resources in a single enterprise to carry it on upon a large scale, That is defensible. But the holding company is something beyond this. It is, ostensibly, a scheme to enable a number of corporations to unite. their resources to carry on upon a still vaster scale. This is open to serious argument. ” ” s UT there is one more step. This permits a man or a group of men fo use the holding company not. to unite the resources of a. number of corporations in a single enterprise, but to get hold of a number of corporations to use them for their own- promotions with little or no personal investment.

Gains of Fractions to More Than 2 Cents a Bushel Are Recorded.
By United Press CHICAGO; Dec. 12.— Moderate volume of buying most of which came from shorts who covered their positions for the week-end lifted wheat prices on the Chicago Board of Trade today. Prices ran up for gains ranging from fractions to better than a cent a bushel without meeting much in the way of opposition. At the close wheat was 1% to 2% cent higher; new corn was off 1% cents to % cent higher, and old corn was up ‘% cent. Oats were 2 to % cent higher. ’ Strength in Buenos Aires was about the only piece of news to exert a bullish effect on the local market. Continued demand from Europe aided the: Argentine market but Liverpool closed easier under week-end profit-taking. A reaction at Winnipeg after a firm start failed to induce selling here. : Corn Firm After Dip Corn ran into liquidation of December contracts and prices sold off for small net losses early in today's short session but steadied at the close. Buying came mostly
| from local speculators who look for
a squeeze in current contracts at the end of the month. It was reported, however, that’ elevators are able to buy cash corn and deliver it on December contracts on a more profitable basis. Oats and soybeans eased along

STOCK MARKET GAINS IN FAIRLY ACTIVE TRADING

By United Press . NEW YORK,¢Dec. 12.—Stocks registered small gains in the aver
ages in moderately active trading today. Blue chips with few exceptions were firm, but most interest continued to center on the lower-grade stocks. A block of 21,000 shares of Paramount sold at 21% a share, bringing sales of that issue to the largest on the board. The price crossed 22. Two groups of utilities—American and Foreign Power issues and Standard Gas issues were strong and active. The latier was helped by belief the company soon would be able to emerge from bankruptcy under Section 77-B. “Gains in these groups ranged to more than 2 points. Other utilities were mixed in a narrow range with dealings relatively light, although Electric Power and Light got under way late in the session and rose to a new high. Paramount Active Motor shares: were dull and steady, Steels displayed quiet strength,
