Professor Asserts Rulers Neglect Scientists Serving Them.

poses he sent for them. When it was not he snubbed them. Washington, Franklin and Jefferson saw that science should be employed in making the most of the resources of the new continent, and esteemed it as an honorable calling. But Sir Charles Lyell, in 1846, was horrified to find that his hosts in

ers of literal Jacksonian democracy, thought a university professorshi too good a job for any man to hol more than a few years at a time, President Lincoln established the National Academy of Sciences to assist in technical problems—a tradition which has persisted until this «day. But until after the turn of the century we were obliged to lean heavily .upon the universities of
. Europe to train our own scientists.
There was until recently an actual
‘shortage of competent scientific men
in the United States. With a few notable exceptions much of our scientific teaching, until about 1900, was at least 20 years behind Europe.
Warnings Unheeded
In developing the resources of this continent, the repeated warnings of scientific men went unheeded. The advice of scientific men was not wanted except to devise more rapid and more efficient means of exploitation. Today the picture is changed. Science is in politics to stay. Dictators and democratic statemen alike can not function without technical advice upon an amazing range of problems. The unrest and confusion of the modern world is based upon the scientific industrial revolution. Modern technology has upset com-

no one knows what is to be done about it. Those who are certain they know belong with the inventors of perpetual motion. And the chickens of exploitation have come home to roost. There are today, in every land under the fun, too many people for the re-

of science may take several different forms. Government may decide on
its. own instance that a certain
measure should be put into execu-
. tion and call for necessary scientific advice as to how it should be
done. This, both a powerful and dangerous procedure, is still the general practice. Perhaps this same attitude in modern business explains both its amazing effectiveness and its gencral tendency to operate on the basis of immedate profits rather than
ultimate benefit.
Patronizing Use
Clearly enough the restriction of scientific advice to the job of getting things done without using it to determine what should be done is the lowest possible use of it. In essence it is the patronizing, contemptuous attitude of Napoleon over again. On the other hand, the modern government may call to its aid the scientist for planning in the broader sense. When this happens, it is a happy sign. But, most important for every one concerned to remember, there is no nickel-in-the<slot
