They very poorest section of the population can get certain medical services, at hospitals and clinics, But that large element of the'population of workers who do not ‘like to consider themselves in the grade of paupers remain unable to avail themselves of the benefits of modern medicine, particularly preventive medicine. It is not merely a social problem, but an economic one. It is said that approximately 250 million work days a year are lost to workers through illness. This, aside from the costs of -illness, is a serious ‘economic privation for those least able to bear it. Occupational exposures, poor food, poor housing, bad ventilation, lack of proper utilities cause more illness among workers' than among other classes, yet they are legast able to meet this burden. Proper medical care is extremely

+4ose with good incomes can hardly afford it. » o n HOSE with incomes: over $10,000 fare well—67 per-cent? of them get doctors’ care in a year. As the incomes decline the amount of care declines. Only 56 per cent of those with incomes from $5000 to $10,000 get doctors’ care, while those with incomes of $1200 (o $2000 suffer a lower percentage—only 43 per cent. The amount of public health for the poor, too, must not be overestimated. Of the enormous sums spent on medical care—about $3,~ 656,000,000 a year—only 3.3 per cent of it or $109,000,000 goes into pub-

The Committee on Costs of Medical Care studied 9000 families in all groups. - It found that the standard for proper medical care swould be 5600 calls on doctors a | year for 1000 people. CHICAGO WHEAT PRICES SOAR TO

By United Press i CHICAGO, Nov. 28. — Wheat prices advanced ‘to the highest levels in three years on the Chicago Board of Trade today on a moderately heavy volume of buying. The new speculative interest in wheat which became &pparent yesterday following reports of heavy buying of ‘Argentine wheat by European countries again took control of the market, Prices advanced more than a cent a bushel without meeting
enough selling to more than check the rise.
- At the close wheat was 1% to 1% cent higher; new corn was % to 7% cent higher, and old corm was % to % cent higher. Oats were % to % cent higher, Prices were sharply higher 1n the initial transactions and later the gains were extended with December and July contracts touching new highs for the season while the May equalled the old top.
Italy Buys Wheat
Strength in Liverpool encouraged buying but the main factor behind the. advance was an estimate by Broomhall that Italy had taken about 20,000,000 bushels of Argentine wheat so far this season and that the total would probably run around 40,000,000 bushels. Reports of continued dry weather in the wheat belt also had a bullish influence in the local raarket. Another factor contributing to the advance was a heavy export demand for wheat. Corn and other cereals followed the action of wheat, the former grain establishing net advances of a cent a bushel with the May delivery crossing the dollar mark. The market ran into scattered liquidation early in the day but moved up at the close when shorts covered. The fact that country offerings of corn to arrive were light despite weather conditions iavorable for the movement checked selling pressure in the final hour.

By United Press NEW YORK, Nov. 28.—A general advance of fractions to more than a point brought the main list of stocks to within touching distance of the best levels since 1931 in an active short session today on the stock exchange. Prices tended upward at the start which was active. Deals picked up thereafter and the market ran at a rate of 3,500,000 shares for a fives hour day in the first hour. Moader= ate profit-taking came in the second hour but it was easily absorbed and the rise resumed before the -zlose, leaving the market higher on the week. : Leadership of the steel shares and further gains in the utilities stood out early in the day. The former lost part of their gains but the latter held well with the average only 1-10th point under the high since 1931.. Locomotive stocks continued v0 rise into new high ground. Motors met better support on outlook for a sharp stepup in operations next week. This week's outturn was down about 6000 units because of the holiday. Of greatest encouragement to the trading element was a rise in raile road’ shares which have been laggards of late. Gains in the group ranged to more than a point early in the day and most of. them were held.
