YORK, Nov. 25.—The prevailing and characteristic phenomenon of Europe today is economic screw-turning. Last month Italy turned the great screw - again when she ‘announced the equivalent of a capital levy of ~ $667,000,000. Now Germany turns the screw. She has ordered the deposit of all foreign securities owned in Germany and listed for trading there. What she has done is precisely as if the American government had issued a decree requiring all persons residing in America who own foreign securities listed on any American exchange to deliver those Securities to the Federal Reserve oar:
Italy did this during the Ethiopian adventure. But Italy confiscated the securities—that is, she took them over and gave the owners Italian bonds. Germany does it differently. She merely requires a deposit of the securities, the holders receiving a certificate of deposit. The owner may sell the securities on the exchanges, but what he will deliver will be the certificate of deposit while the stock or bond remains in the possession of the Reichsbank, » » » HE Reichsbank, having possassion of the securities, precise ~ ly like one of our brokers who holds your securities as collateral, may use them as collateral for government financing just as the broker may use your deposited securities as collateral to get funds. And this is what the government intends to do. Germany's credit is in a bad way. But these privately-owned foreign securities she can use for loans abroad: She might, of course, have gone further. She might have taken the securities as Italy did. However, what she has done differs little in effect. She might also have required the deposit of all forzign securities, This she has stopped short of. A German owning bonds of an American company listed in New York and not listed in‘ Germany is not subject to this decree. But that will doubtless come later. Where does all this lead? It is only two weeks since we were informed that Germany had floated "another loan of half a billion marks “for further execution of the tasks assumed by the Reich.” 2 2 J

How far that budget is unbalaced no human being outside the inner circle can tell. There is a heavy deficit on the ordinary budget—several billion marks. ' But there is the huge deficit incwred by war expenditures which are not revealed in the ordinary budget and which are concealed under varios subterfuges as Italy has one. .
To all this there must come an end. Will the end be war? For when the people can be milked no more in peace, war and the war
