STATE SOUGHT

Task Seen as Providing ~~ for Improvements.

Appropriation bills totaling than'$2,000,000 for construction and

‘placed before the 1927 state ture, it was indicated today.. | It is conceded by “state offitials that the most important task. . fronting §he newly appointed Bu Committee is proviaing such a gram for state institutions. “They have been neglected, and the proposition of properly taining the institutions, both : personnel and maintenance, will be put squarely up to the next General Assembly,” Gov. McNutt declared in a recent radio address Budget proposals of tions have not yet Beer yindé pub. lic, but each is known to include recommendations for construction and improvement - Work. RE No Increase in. Budget Edward P. Brennan, budget| director, has indicated the .appropriations can be made to institutions to meet the emergencies without causing an increase in the state budget. He pointed out the state concluded the 1935-36 fiscal year with a balance of $10,892,000, and he estimated the balance at the.end ofthe 1936-37 fiscal year at $11,833,000, His estimates inchide ‘$10,100,000 for state payment on teachers’ salaries ‘and approximately: $5,000, 000, which . will provide for the state’s first year's participation in the social security program. ‘ With these obligations: met, the state will feel more free to allow its huge balance to dwindle a little in order to meet the emergency program for state institutions, it was indicated.

Effective July 1937 °

Appropriations made by the 1937 Legislature will not become effective until after July 1, 1937, it was pointed out, and deficiency appropriations, including $50,000 . for the State Prison at Michigan City, are not expected to eat heavily into _ state funds. Mrs Brennan will ask that appropriations for the institutions be luniped into a contingency fund. This, he said; would enable the . Budget. Committee to make a transfer of funds to units which need the money most for improvements and construction, and also would

enable the state to take advantage of Federal grants. | The most needed improvement is a hospital at the State Prison, and a request for Federal funds to aid in its construction has been filed. The state also seeks Federal funds to aid in construction of two dormitories at the School for the Feeble Minded at Fort Wayne. .A new men’s dormitory is needed at the Central State Insane Hospital here to replace a building which has been condemned. Rich.mond, Madison, Logansport, and Evansville State Hospitals have asked funds for improvements, but their needs were not considered urgent as others.
