with their obligations under the Indiana Unemployment Compensation Law, Clarence A. Jackson, division director, today announced a calendar outline of procedure. Beginning with Jan. 1, 1936, effective date of the Federal unem- . ployment insurance pay roll tax established by the Social Security Act, the calendar explains the filing of state coptribution reports and the subsequent deduction of State contributions from the: Federal tax. "Mr. Jackson pointed out that unemployment insurance is distinct from the old age benefits provided in the Social Security Act.

“Old age benefits,” he said, “are |

administered solely by the Federal government. Unemployment insurance is administered by the state. The Federal government merely assists by levying a nation-wide pay roll tax designed to encourage enactment of state unemployment laws, removing competitive disadvantage which might otherwise be suffered by employers in states with unemploymesnt insurance. “Both old age benefits and unemployment insurance are financed through payments made by employes and employers,” he said. “The former however, provide for annuities in old age, together with some measure of protection to an employe's family in case of death, while unemployment insurance is to provide funds for eligible jobless individuals regardless of age. Unemployment benefits are to be payable after April 1, 1938,” he said. The calendar follows: ee] 93 Fee

Jan. 1—Federal unemployment pay roll tax of 1 per cent on pay rolls of employers of eight or more persons became operative. (Tax not actually payable until January, 1937) April 1—Indiana Unemployment Compensation Law became operative. Requires contributions from employers of eight or more persons amounting to 1.2 per cent of pay rolls for remainder of 1936. (These contributions later to be deducted from Federal pay roll tax which became operative Jan. 1, 1936.) May 1-20—First contributions due from employers under Indiana Unemployment Compensation Law, covering April pay rolls. Contributions due under Indiana law by twentieth of each month thereafter, covering previous month’s pay rolls. Reports and contributions to be mailed to Indiana Unemployment Compensation Division, State Office Building, 141 S. Meridian-st, Indianapolis. —1937— Jan. 1—(a) Employers compute wages paid for employment up to and including Dec. 31, 1936, and make final contribution report for 1936 (by Jan. 20) to Indiana Unemployment Compensation Division. (b) From employes’ wages for employment on and after Jan. 1, employer deducts .9 of 1 per cent for 1937 contributions to State Unemployment Fund. These employe contributions, along with employer's contributions amounting to 1.8 per cent for 1937, are sent to the Indiana Unemployment Compensation Division with the employer's January contribution report between Feb. 1 and 20. Jan. 1-31—The Indiana Unemployment Division prepares certifications for the Federal Bureau of Internal Revenue showing the amount contributed by each employer to the Indiana Unemployment Fund, based on wages paid for 1936 employment. Jan. 31—Last day for filing returns for payment of Federal unemployment pay roll tax of 1 per cent on wages pald for 1936 employment. From the amount shown to be due the Federal government, the employer deducts the amount which he has paid to the State Unemployment Fund. This deduction, however, may not exceed nine- . tenths of the Federal tax due. (Note that the state rate of 1.2 per cent for the nine months of 1936 after April 1, will, on the average, equal nine-tenths of the Federal 1 per cent tax for the full year 1936.). Feb 1-20-Contribution reports covering both employer's and employe’s payments on wages payable in January are to be filed with the State Unemployment Compensation division. There's only about one chance {in 10 that you'll get by with fibbing because, whether you realize it or not, there's a battery of experts sitting in court for that tell-tale gesture of nervous reaction. Then, look out, because a barrage of seemingly irrelevant questionis is about to be hurled at you for one reason—to get you mixed up and eventually wreck your testimony. Superior Court Judge Joseph Williams said he often has noticed that a witness yawns several times when giving false testimony. “The yawn is an attempt to cover up some nervous reaction on the witness stand,” he said. “Lawyers especially trained in psychology are the best assets a court can have to reveal false testimony. “I have heard some witnesses tell what appeared to be an iron-clad story, but before an opposing lawyer is through with them, some falsehood is revealed. This is done by distracting a witness from his single line of thought to some fact far off the trial subject and then quickly returning to the original testimony.”

PUBLIC TO INSPECT POSTOFFICE ADDITION

Times Special VINCENNES, Ind, Nov. 18.— Open house will be held Friday for public inspection of the remodeled postoffice before the. building is re-occupied Saturday. The postoffice has been located in temportry quarters acrcss from the Courthouse since =unstruction of the addition began early this year. An entire new wing with second story and basement has been added.

SCAN SCHOOL BUSSES

State Safety Director Don F. Stiver announced today that state police have started their annual inspection of 7000 school busses. The said the task will require about two weeks. State police have authority to condemn busses found mechanically defective.
