Are Expected to Benefit From Annuities.

BY ARCH STEINEL

Employer, employe and the Federal government go into the insurance business Monday. Postmen are to start activities with the delivery Monday of appli“cation blanks to Indianapolis and Indiana employers. Then the giant annuity insurance fund which is expected to benefit an estimated 750,000 workers in Indiana and 75,000 in Marion county will be under way. Employer blanks, issued by the | Federal Security Board in connec- | tion with the old age retirement benefit act, are to be followed in | distribution by application forms | sent each employe. Postmaster Adolph Seidensticker, old-age retirement registration director in Indiana, is mailing employer forms to state postoffices. They are to be returned to his office or the postoffice of distribution before Nov. 21. * _ The employer blanks are to be delivered to all firms, corporations and

| persons under 65. Farmers, persons hiring domestic { help, charitable organizations, state,

Federal and county units are exempted from filling out the forms. Employer forms request the number of persons employed, nature of business and principal products. Postmaster Seidensticker pointed

ployer blanks, the central accounting office will compute the number of employe applications needed at | postoffices and by each employer. The employe applications are to be given to employers who in turn are to pass the applications on to employes who will not be 65 before Jan. 1, 1937. | The employe’s application card | for an account or registration num- | ber under the retirement act seeks information on the following: Correct name and pay roll name, name of employer, birthday, birthplace, names of parents, and whether the employe is registered with. the United States Employment Service. Postmaster Seidensticker said the employe has five ways of returning his application to his local postmaster. They are: Hand the application to the employer; give it to a labor organization of which he is a mem-

out that with the return of the em-

ber; hand it to a letter carrier; deliver it to the postoffice in person or by messenger, or mail in sealed envelope without stamp, and addressed, “Postmaster, Local.” Social Security Board regulations point out that where employes prefer to file their applications through some other channel than their employer, they are permitted to do so. Employe applications are to be returned by Dec. 5. Account or registration numbers then are to be assigned, and the account cards sent back to employers for distribution to employes. The card registration numbers are to be recorded with the employer. The cards are to be kept by employes. Mr Seidensticker warned employes to take down the number in case the card is lost. Inquiries regarding accounts, after registration had been completed, may be made to the Federal Social

Security Board field office in the Meridian Life Building. Workers were warned not to confuse the old-age retirement benefits with the unemployment compensation insurance as enacted under Indiana laws in conformity - with the Federal act. Beginning Jan. 1, 1937, workers are to pay 1 per cent of their wages

toward the old-age retirement bene-.

fits. By 1949, the payments are to reach a maximum of 3 per cent. This means that if a worker earns $100 a month, he is to pay $1 monthly toward his retirement at the age of 65. The employer matches the premium, while the Federal government

balances the annuity account by appropriations of enough funds to cover ' total annual against the insurance fund, according to the law. The first benefits may be obtained: Jan, 1, 1942. Benefits are based upon payments made by the worker and employer rather than upon need as under the old-age pension law of Indiana. Monthly. benefits, on certain ranges of salaries or wages, are: Av. Computation of old-age retirement benefits by employes can be figured, exclusive of the group receiving a lump sum, as follows: total wages are $2000 or more, but not in excess of $3000, monthly benefits are to equal one-half of one per cent of wages. If total wages are more than $3000, monthly benefits are to equal one-half of one per cent of the first $3000, plus one-twelfth of one per cent of any amount over $3000 up to a total wage earned of $45,-

If total wages are more than $45,000, monthly benefits are to be one-half of one per cent of the first $3000, plus one and one-half per cent of $42,000, plus one-twenty-fourth of one per cent of all over $45,000 up to a total for the maximum’ monthly payment of $85.
