PARTY HARMONY TOWNSEND HOPE, OBSERVERS SAY
Leaders Expect Few Major Changes in State’s Administration.
BY TRISTRAM COFFIN One of the aims of the administration of Governor-elect M. Clifford Townsend will be to conciliate factions of the Democratic Party, political observers reported today. Mr. Townsend is determined, his friends say, to bring harmony to the party's ranks in the hope of continuing Democratic power in Indiana. In building an almost entirely new organization in 1932, the administration machine effected some radical changes in leadership, obServers say. Mr. Townsend has indicated that, rather than upset his state’s set-up, he will make few major changes, according to Democratic leaders. While most Democratic factions backed Democratic nominees during the pre-convention campaign, many leaders feel steps must be taken to insure party harmony. Republicans charged that Gov. McNutt operated a one-man government. One of the first major Democratic leaders to feel the ax of the McNutt machine was Frank Mayr Jr., South Bend, Secretary of State in 19301932. Reorganization Expected
Under the reorganiaztion act, the Auto License Department and State Police were taken from the Secretary of State. Mr. Mayr was stripped of much of hs influence and power. R. Earl Peters, Federal Housing Administration state director, and friend of James A. Farley, Democratic national chairman, opposed
the Governor's choice for the 1934 senatorial nomination. Mr. Peters lost not only his post of state chairman but the nomination, -which went to Sherman Minton. Other factional differences developed when E. Kirk McKinney, former Home Owners’ Loan -Corp. state director, and Pleas E. Greenlee, former patronage secretary to the Governor, were defeated by Mr. Townsend for the Democratic gubernatorial nomination, Although Senator Minton nominally backed Mr. Greenlee for the nomination the junior Senator campaigned for President Roosevelt and Mr. Townsend the last few months. VanNuys Lends Support
Senator Frederick VanNuys, critic of the McNutt administration and -a McKinney backer, also stumped for Mr. Townsend, and he has indicated he will co-operate with the next state administration, observers report. As a matter of practical politics, Democratic leaders say, Mr. Townsend probably will remain friendly with Democratic machines in Marion, Lake, St. Joseph, Vanderburgh and Allen Counties. They contend that if these populous counties can be kept in line election after election, the Democratic Party may be able to keep control for years. To balance concessions which large city machines may obtain, Mr. Tov \send’s friends say his sympathie. lie with the rural communities. They cite his service as educatioial director of the Indiana Farm Bureau.
POST-WAR TARIFF BARRIERS CRITICISED
Dr. E. J. Unruh, Indiana Peace Conference executive secretary, explained the menace of economic nationalism at a meeting of the Young Men's Discussion Club in the Central Y. M. C. A. last night. “Countries with raw materials and highly industrialized countries without such materials suffered equally in unemployment and industrial breakdown as the result of post-war tariff walls,” Dr. Unruh said. He pointed out that these tariff acts blocked world trade and unrest naturally has followed.

By United Press LONDON, Nov. 12.—The results of Polish Foreign Minister Joseph Beck's three-day conversations with members of the British government were regarded today as a gactical setback for Adolf Hitler. Great Britain's assurance to Colonel Beck that a means must be found to respect Poland's interests in a new western European pact syswm was viewed as counteracting whatever desire Germany might cherish for a settlement in the west that would afford her an opportunity to expand to the east.
