It has been pointed out many times that the Ex- ¢ is not what many suppose it to be —a great free market where t h e members, acting as brokers for the pubilc, buy and sell stocks for their ‘customers. They do ‘indeed buy and sell stocks for their customers, But at the same time they are trading in stock for themselves on a gigantil scale. In the, six months referred to, members of\ the Exchange bought “and sold for themselves—for their ‘Own account—78,496,102 shares. i That is to say, of the 186,000,000 S Shares which figures in trades, over $4 per cent of them included trades by members. 3 » ” » F course the members both bought and sold. This will make the slaughter supplies from October to mid-Janu-ary large in relation to supplies in the remainder of the 1838-37 marketing year. Some increase in exports of hog products within the next few months is expected in view of this larger slaughter, the bureau said. It is considered likely that domestic hog slaughter in the last half of the 1936-37 season will be smaller

sales and purchases would be twice . the number of trades. Hence the tio of members’ sales and pure chases to total sales and purchases Would be 21 per cent. But the members would be found on one side s or the other of 42 per cent of the trades. But this needs examination. How 3% ‘many people on the whole are buy- & Ing and selling shares? Perhaps a 3 million. |I doubt if it is more. If 2% this be frue, then you have a mil4 ' Hon people ‘buying 79 per cent of "38 the shares and only about 1100 3 members doing 21 per cent of the business. - The figure reveals that the biggest speculators on the exchange are the members This is the most important racket on the Exchange—the right of the § members to speculate and gamble § for their own accounts. Until this $ has been ended there will never be even an approach .to Exchange reform. But the Exchange thus far has been able to defeat every attempt to check this abuse. » A = S a matter of fact, the figures about member trades just given and furnished by the SEC do not tell the whole story. Apparently the figures include trades for brokers who are members of stock exchange firms but are nos ® themselves members of the Ex-° change. To what extent also does it in< § clude trades for joinf accounts, i corporations, holding companies in which members are interested? To what extent does it include trades for member firms? Unless. a; study includes all these facts, it will be far from compiete. 4 Of course, to say that members § do for themselves 21 per cent of the trading hardly tells the full tale of the importance of this segment of trading. We would have to . know how this trading was exerted 20 know its precise effect. Also we have to remember that it is done "Py men peculiarly situated to know what the public and what their clients are doing. It has an important. bearing on the whole :subof segregation.
