BY JOHN T. FLYNN
YORK, Oct. 26—On this question of honesty in the
ede: bookkeeping, which Mr. pover and Mr. Morgenthau quarrel about, here is an interesting
fact. Mr. Hoover says there are fwo ‘sets of books. Mr, Morgenthau rd there are not. Mr. Morgensays that the present method used by ‘the fils. Treasury was invented by Mr. Hoover. I do not know whether or not there are two sets of books. But here is an item in the daily statements issued by the Treasury which requires explaining. fa Mt. Fiyun I have before me the Treasury's statement for August 31, 1936. There, under the
EL head of “General Expenditures,” I
" find these two items: “National Defense: Army, $114,397,546.98. Navy, $137,074,43492.” Nowhere else is to be found any other charges for national defense. There is another column of figures called “Recovery "and Relief Expenditures.” There you see nothing of national defense. There is a large item charged ta Works Progress Administration. : n = FJ NY reader would be justified in accepting these figures at their face value. If you are a very observing and questioning person you will find a little note on.another page saying that additional expeditures on these accounts are included under recovery and relief expenditures, classification of which will be shown on Page 5 of the Treasury statement for the fifteenth of the month. As a matter of fact, this Works “Progress Administration account includes two items for national defense—for the Navy, $137,607,516; for the Army, $9,639,105. This is the double bookkeeping which is criticised. These vast “sums are being spent on national defense. They are being spent by the same government, the same Treasury. Why should they not be found together so that any citizen looking at that daily statement would get the facts?
= = s URTHERMORE, these national defense expenditures are not truly recovery and relief expenditures. They are made as part of the President's carefully laid plan
INDUSTRY PAGE UP IN SEVENTH RESERVE AREA
Output of Manufacturing and Food-Producing Divisions High.
Times Special CHICAGO, Oct. ~With increased employment, Y¥ridustries of the Seventh Federal Reserve District, 1h which Indiana is included, opened their fall activity on the crest of an accelerated rate of output in manufacturing and foodproducing divisions, the Federal Reserve Bank of Chicago will say in its latest review of business conditions tc be released Wednesday. 2 Steel factories operated at high levels during September and well into October, while pig iron production was the largest for any. single month since June, 1930. Although building activity in early September was at a low level, tne trade expanded considerably during the month and reached figures above those of recent years, the report said.
Commercial Loans Expand
September advancement over August in the wholesale drug, hardware and electrical supply trades was well ahead of the seasonal improvement and gains over last year were substantial. Wholesale grocery sales, however, showed an unexpected recession from August and were smaller than September a year ago, the review says. f Between Sept. 16 and Oct. 14, total loans and investments of reporting member banks in the Seventh District declined slightly. Commercial loans rose 12 million further in this period, as demand deposits registered an increase in
| the period and time deposits de-
lined. Although wages in the Seventh decreased one per cent, employment volume recorded a fractional increase, better than the normal trend in September. Current volumes substantially exceeded those ) last year, with employment approximately 81% per cent ahead and pay" rolls 15 per cent to the good, the report said. Durable goods industries continued to recess in both employment
and pay rolls, but at a slower rate
than in the two preceding months

STOCK MARKET WEEK IN REVIEW
REMAIN STEADY|

BY ELMER C. WALZER \ United Press Financial Editor
NEW YORK, Oct. 26.—Stocks declined during the first four sessions last week and then rallied to regain part of losses that ranged to more than 7 points in some of the recen leaders. : Trading lightened on the decline; although for a time in the Thursday session business ' was brisk enough to cause a lag in the ticker. None of the five-hour sessions crossed the 2,000,000-share mark and the average for those sessions was 1,732,000 shares. The experts ascribed the reaction to approach of the national elections, seriousness of the Spanish situation, and further French difficulties. The market's technical position also had been weakened by a substantial rise almost without in-
terruption. The week witnessed a decline in steel operations because of smaller orders from the heavy industries and smaller than anticipated automobile company orders. Retail trade and wholesale trade were impaired by inclement weather. On the other hand carloadings rose to a six-year high and electricity output was the second highest on reccrd. Automobile output was higher. ig were noted in miscellaneous es. While the railroad and industrial sections were declining, the utility department was given better attention. The utility average closed the week higher than its finish last week. Higher earnings and outlook for further gains as a result of peak electricity output helped the group. There was further talk of a compromise with the government on TVA encroachment. Steel issues sagged in several sessions although pressure was not great. Good earnings statements are looked for from the prineipal companies. U., 8. Steel directors meet next week to issue the third quarter report and to act on prefered dividends. Anticipation of a higher payment on the latter brought it up several points and it closed the week higher. ) Railroad shares were easier and losses were held within relatively narrow limits, . Chemicals were irregular. Farm implements had gains of sufficient scope to offset losses sustained early in the week. Motors were depressed Stor Generel Mojors had been cara hew . Electrical ipments were hi wp Oil shares were carried higher and coppers had several periods of strength as the foreign price of .the nota] spurted far above the domesC. !

Changed From Those Reported Earlier.
“ON DULL MARTS
Times Special | WASHINGTON, Oct. 26.—Trading on Midwestern produce markets during the latest week remained mostly at a standstill, with prices about in line with Sighs of the middle of the month and receipts of home-grown produce| limited in variety, according to thé latest report from the United States Department of Agriculture. Potato prices were practically the same as in the middle of the month. The range of quotations at country shipping points from Maine to Idaho was $1.40 to $1.70 for sacked stock. Chicago was steady at $1.80 for Wisconsin and Michigan stock, while jobbing prices in other Midwestern markets ran $1.65 to $2.10. Nebraska Bliss Triumphs sold at $2.20 to $2.60 in St. Louis and Cincinnati, the report said. Apple Demand Slow With slow demand and liberal supplies, apple markets in most producing sections “were steady , to firm. Michigan Greenings brought $1.25 to 15 cents higher a bushel in Chicago and St. Louis, while Delicious, McIntosh. and Jonathans from Michigan were sold at $1.40 to $1.60 a bushel in Chicago. Demand for Concord grapes ine creased in western Michigan grape sections. Consequently, grape prices advanced 10 cents a 12-quart basket, ranging 44 to 47 cents compared to 40 to 42 cents in New York producing sections.Cabbage supplies increased. The prices for a ton bulk was about $5 higher in Wisconsin tham in western New York and $10 higher in some Midwestern points compared with Eastern prices. Bulk stock stood at $20 to $22 at Wisconsin shipping points. Jobbing prices for 50 pounds in city marts were 50 to 65 cents. Onions still sold in central cities at 45 to 60 cents a 50 pounds for ‘yellow stock and 50 cents to $1 for white onions. Celery and spinach markets were dull and weaker and retained about the same levels as in the preceding week.
