Treasury issues a statement called a “comparative analysis of receipts and expenditures.” It is published daily in many newspapers First there is a list of government receipts. Then follows a list of expenditures. These expenditures are divided into two groups— “general” and “recovery and relief.” Now for the important point. At the bottom of the column the recovery and relief expenditures are totalled. = = ” HAVE before me the statement for Oct. 16. There I read that the total recovery and relief expenditures from July 1 to date were $766,690,025.85. In the next column I read that the same expenditures in the same time last year were $1,047,320,738.61. Now what do you, as an intelligent reader, get from this? First, that recovery and relief expenditures this year were $766,690,025.85. Next, that the Government spent about $280,000,000 less this year than last. This is the impression this statement makes on any mind. As a matter of fact, last month many newspapers carried big headlines calling attention to the fact that government relief and recovery expenditures had dropped this year so far by well over $200,000,000. But all this is not so. First, recovery and relief expenditures were not $766,600,025.85. They were instead $1,059,690,025.85. How then did the government arrive at this erroneous and misleading figure? = N the «recovery and relief expenditures,” it puts down all that was spent and also any sums that may have been paid to any government agency. Thus, in this period the RFC collected from persons owing it money some $214,000,000. That amount is deducted from the expenditures. Now any business man will tell you that his expenditures are what he spends, regardless of what he takes in. What he takes in are his receipts. He does not deduct his receipts from his expenditures and then tell you solemnly that the difference is all that he has spent. The statement is-false. To that extent it is a dubious sort of bookkeeping, whoever started it. And if you take time to rake through this statement with a fine-tooth comb and an adding machine you find that this year instead of spending $280,000,000 less than last year, we spent about $12,000,000 more. No defense can be made for a financial statement which conveys to the reader an impression

$8.25 to $9, and the 100 to 130-pound class were $7.75 to $8.50. The week’s summary showed 160= pounders and up 65 cents lower than a week ago; weights above 300 pounds, 30 to 40 cents lower, and underweights were 25 to 50 cents lower. Sows were 50 to 75 cents off.

Only 250 head of cattle and 50 head of sheep were received. The vealer market was nominally steady today or $1050 down. The week's comparison showed fed steers and yeadings mostly 25 cents higher; steer top, $10.40. Heifers were strong to 25 cents higher, top, $9.35. Cows were fully 25 cents higher. Sheep receipts were light; the lamb market was nominally steady.
