York, I have been a little surprised
at the violence of the attack on the President on the score of his being a Communist. An eight-column headline in a local paper reads: “Communism Becomes Main Campaign Issue.” The subject is plastered all over the papers, at least in this region. People I talk to ask about the President’s Communist plans. The charge is believed. A state senatorial candidate charged in a speech: ‘‘The American. sysMr. Flynn tem is at stake, “freedom of the press, freedom to worship God as we please, freedom to order our own lives will be determined by this battle of ballots.” It is plain that the Republicans here, at least, have decided to make the fight on Roosevelt as a straight American vs. Communist battle. It is too bad. There are other important issues in the campaign which are obscured by this false economic issue. Since the word Communsit is so freely used, we ought to know just what is meant by the word. After all, a: Communist is one who believes in the doctrines of communism and those doctrines are fairly well defined.

IRST of all, a Communist believes that the people, who are the producers, should own and operate all the instruments of production—banks, mines, _ railroads, utilities, factories, stores, etc. He believes that private ownership of these things is a crime against society and against the real pro-. ducers, who are ‘the workers. Next, he believes that this end can be attained only by the breakdown of the capitalist system throughout the world. This end he believes should be attained by revolutionary means, hy violence .when this is possible, and he urges, therefore, the solidarity of the proletarian groups in all countries against their capjtalist masters. Having produced the capitalist catastrophe, he believes that the proletariat should govern through adictatorship of that group in society. I am. of course, no partisan of _Presiderit Roosevelt. But it seems a pity that the national debate on our policies should be turned up such a dark alley.

R. ROOSEVELT has not advocated taking over the banks. He hag had the government loan them over a biilion dol“lars to preserve private ownership of them and has provided government guarantees of deposits in private banks. Surely that is far from communism. He has not favored taking the railroads. He has loaned privately owned railroads hundreds of millions to save them from bankruptcy and insure private ownership. In the ‘NRA he permitted the big steel companies through their trade association to hecome the ruler of the steel trade. and he turned the domination of industry in every area over to the trade as- * sociations in those areas. He has paid off the mortgages of private mortgage noteholders to the" extent of two and a half billion for farm mortgages and almost as much for homes. He has loaned millions to revive the building industries. He may be Wrong on many things, but it is certainly a grave injustice to him, as well as to the people, to pretend that he has tried to abolish private property in this country.

Green, director of the division of agricultural finance of the Bureau of Agricultural Economics, Washington, is to outline the crop insurance scheme at the convention i Tuesday. - Assisting him in discus{sions with insurance executives is to be Dr. V. N. Valgren, chief agricultural economist of the Farm Credit Administration. Feasibility of naming farm mutual insurance companies as field agencies for administration of the pro- | posed crop insurance program, Mr. | Fitzgerald said, is responsible for the association's interest in the plan. Insurance executives maintain mutual companies could supervise the system's operation better tan new government agencies created for the purpose. Other Local Officers

‘Swine prices on weights from 160 to 300 pounds were 5 to 10 cents lower at the Indianapolis Union Stockyards today, while heavier and lightér hogs were steady. Top price was $10.40, paid for weights between 190 and 280 pounds. Yearlings, light steers and heifers
active market, cows were steady to strong, heavy steers barely steady, and vealers were fully 50 cents higher. Lambs were fully steady. One hundred ninety to 280-pound hogs ranged from $10.20 to $10.40; 280 to 300 pounders, $10 to $10.25; 300 to 325 pounders, $9.75 to $10.59, and 3225 to 400-pound weights, $9.50 to $10. One hundred seventy to 190-pound weights ranged from $10 to $10.25; 160 to 150 pounders, $9.75 to $10.10; 155 to 160 pounders, $2.50 to $10; 139 to 155-pound weights, $8.50 to $8.75, and 100 to 130 pounders, $8.25 to $9.

Times Special NEW YORK, Oct. 7—Value of all stocks listed on the New York Stock Exchange has advanced more than $8,000,000,000 since Jan. 1, and more than $14,000,000,000 since Oct. 1, 1935, the exchange's monthly report today revealed. Valuation of all listed shares was $55,105,218,329 as of Oct. 1; compared with $54,532,083,006 on Sept. 1, $46,945,581,555 on Jan. 1, and $40,479,304,580 on Oct. 1, 1935, The exchange reported 1201 issues listed as of Oct. 1, representing 1,347,954,871 shares. This compared with 1198 issues and 1,344,364,896 shares on Sept. 1, and with 1173 issues and 1,307,238,421 shares on Oct. 1, 1935. Average market value of all shares listed Oct. 1 was $40.88, against $40.56 a month before and $30.97 on Oct. 1 a year ago, it was said. Brokers loans, as compiled
