CROSS INCOME TAX IN SPEECH

"Levy Termed Sales Impost in Disguise by G. 0. P. Candidate.

Times Special SEYMOUR, Ind. Oct. 6.—Raymond 8S. Springer, Republican nominee for Governor, charged that the gross income tax is a disguised

sales tax in a campaign address

here yesterday. “No matter how you figure, you

will be in the red, unless you are a very wealthy person with a vast amount of real estate holdings,” Mr. Springer said. “The poor man, wether on WPA or in private industry is in the red.” : He charged that Gov. McNutt set up. “an extra-governmenfal system known as the importer system whereby political friends to whom he was politically indebfed might act as quasi-public collectors of tax revenue.”

Manion Defends U. S. Spending

Timea Special ‘ ANN ARBOR, Mich, Oct. 6.— Clarence Manion, Indiana director

of the National Emergency Council, last night called Republican critics of the New Deal “wilful wasters of the national resources” in a campaign addres here. “Spending money to save wealth is as sound fo¥ a nation as it is for an individual,” Mr. Manion said. ~ “It is fortunate that the present Administration had the courage to spend money at a time when such expenditures were sorely needed. “Is it extravagance to borrow and spend money to mend a roof that is leaking in all four corners of the house? Our national public resouzces constitute the basic structure of our commercial enterprises in the country. “Money spent for the conservation of these resources preserve the heritage of future generations, while it. gives constructive employment to millions of Americans whose services are for the time being not needed in private industry.”
