~ Karabell Sees Educational | Campaign as Solution for Death Toll.

BY PHILIPS PECK An intensive program to educate the motoring public in “safe and sane” driving was advocated today by Municipal Judge Charles A.| Karabell, as the most effective] method of reducing the city's traffic| casualties, | Judge Karabell's statement came | as the Marion: County traffic toll] for 1936 soared to 105 and traffic and safety experts redoubled their efforts to check the loss of life. “We have plenty of law enforce- | ment, arrests and convictions in| connection with traffic violations,” Judge Karabell said. “I have im-| posed and I shall continue to im-| Pose sentences on traffic offenders] whenever they are proved guilty.” | Urges Driver Education “But this method is not calcu-| Jated to end the terrible loss of life from .iraffic accidents. educate- drivers to driving and inculcate in each motorist a definite regard for his fel-low-driver if we are to achieve any measure of success in our campaign fo reduce traffic casualties. “Restrictions covering issuance of drivers’ licenses should be re- | . ¥amped and no person should be] permitted to drive an automobile | until he is 21 years of age. Drivers’ licenses should not be given out witless the applicant has proved himself absolutely capable, both | . physically and intellectually, of | driving a car.” | Judge Karabell indicated that the program of “driver-education” | should be started in the schools and that the students should be taught | safety measures and information covering the city's traffic ordinances.

Regarding the present efforts of | the courts in the campaign against | traffic violators, Judge Karabell pointed to the number of sentences | given out. Seventeen traffic offend- | ers were sentenced yesterday. “We can not permit ourselves to go completely wild on this question of traffic sentences, however,” Judge Karabell said. “Justice always must |

“The general public could help ine courts greatly, however, if each citizen would consider himself a sort of vigilante and report traffic violations and come into court and testi{y against the offender, “One of our greatest problems is

driving and to get them into court to aid in prosecution of the offender.”
