: Workers Stock in Old Way.
YORK, Aug. 19.— Col. Frank Knox, candidate for Vice President on tne Republican
ticket, turns up with a share-the-
‘wealth plan of his own. He says:
“1 want to see a real sharethe - wealth movement in the future, I want to see an increasing share in the profits of this system going to the workers.” But how is this going to be brought about? By selling stock to the workers. That is the colonel’s plan. a, There are 12,Mr. Flynn 000,000 owners of shares now, says Col. Knox. And he observes that war and depression have temporarily set back this Movement.
2 ” o J course there are not 12,000,000 shareholders. It would be
interesting to know where Col. Knox gets those statistics. There are about 18,000,000 names down on corporate books as shareholders. But as there is an enormous number of duplications—many people owning anywhere from 20 to 100 or more separate issues, it is-impos-sible to say how many there really are, The best estimates, those made by Gardner Means, are that the actual number of shareholders is from four to six million. This is merely by way of keeping the record straight. + Now let us see how workers are going to share in profits through pwning corporate shares. Before a worker can share in the profits he as to buy the shares. And these e will. buy from the corporation.
s 2 8 =
HIS means that the first step in this little plan is take a lot of money from the workers to finance industry. As a matter of fact, this might be well enough, if corporate organizations were difThere are some corporations whose workers own the stock who have fared very well under But in most cases the workers who have bought stock have been the victims of stock selling schemes along with the rest of the investing public.
i Look, for instance, at the workérs who bought stocks in their companies back in 1929 and before. It is a safe guess that not only were their life savings wiped out, but in many cases they were subJected to grave burdens to pay for stocks on the installment plan long after the stock had fallen in value to where it was almost worthless and after the workers’ earnings had been seriously reduced. ® 8 2 HE truth about the matter is that selling stock to employes has been in many cases a bit of a racket—a fact I record, of course, subject to modification in favor of many plans, which were thoroughhonest, even though most. of em turned out to be disastrous.
{ This movement, says Col. Knox, will begin again. Let us hope it not begin until the government takes some measures to proect the helpless employe against too smart employer. : In one particular, however, Col. Knox's idea is interesting and needs some explanation. If logfecal it will mean that the workérs will supply both the labor and e capital. But who will con1 the industries? 1 (Copyright, 1936, NEA Service, Inc.)

GROUND TOWARD FULL RECOVERY
Impending End of Freight ~ Surcharges Clouds Horizon.
BY NED BROOKS Times Special Writer WASHINGTON, Aug. 19.— All signs pointed today toward rapid convalescence for the nation’s railroads, chronic sufferers from depression ailments. The carriers hoisted these signals indicative of recovery:
Net income up between 20 and 25 per cent this year over 1935. Car loadings highest in five years and prospects bright for further increases at the fall peak. A $38,500,000 improvement in four months in the ratio of borrowings and repayments to the Reconstruction Finance Corp. Gains in the equipment fileld, with largest number of frieght cars on order since 1929. A gain of approximately 50 per cent in rail stoeks over a year ago. Employment above the million mark.
May Meet Fixed Charges
Financial statements indicate the roads this year will meet fixed charges for the first time in several years, Class 1 roads for the first seven months reduced net losses to about$16,000,000, compared with $78,000,000 for the corresponding period of 1935. Expected autumn business, despite curtailments resulting from the drought, is counted on to wife out deficits of earlier months. Net income forthe first six months reached $238,242,934, a gain of 22.3 per cent over 1935, while total operations revenue advanced 14.5 per cent to $1,872,928,867. Offsetting some of the roads’ cheer was the recent refusal of the Interstate Commerce Commission to make permanent the emergency freight surcharges which added revenue to about $100,000,000 annually. The extra tariffs expire Dec. 31 and the carriers, still hopeful of retaining a
file schedules of individual increases on the various commodities.
Opposed by Coal Industry The coal industry, which contends it is bearing about $30,000,000 a year of the additional charges, is preparing to resist the move for continuation. Carloadings in recent weeks have ‘been above 720,000, representing gains of from 20 to 28 per cent over 1935. Increases to 850,000 or 900,000 cars, which would be the highest level since 1930, are being predicted.
repaid $55,715,000 to the RFC, while increasing borrowings $17,217,000. Of the $506,133,000 lent by the RFC since its organization, $155,292,000 has been repaid. Largest debtors as of July 31 were the Baltimore & Ohio, $70,000,000; Chicago & North Western, $42,000,000; Colorado & Southern, $27,000,000; Erie, $16,000,000; Illinois Central, $25,000,000; Missouri Pacific, $23,000,000. The Pennsylvania and New York Central have repaid fully their loans | of $28,900,000 and $22,000,000.
