Women's Work Gaining ‘Ends, Report States

Miss Florence Kirlin in City to Confer on Program.

Miss Florence Kirlin, a former executive secretary of the Indiana League of Women Voters, and now national league congressional secretary, has returned to Indianapolis to report the progress of the league's legislative program. Miss Kirlin, en route to the West for conferences with leagues in Minnesota, Oregon, California, Washington, Utah, Colorado and Oklahoma, was a guest of the Indiana group's executive committee today at the home of Mrs. S. N. Campbell, state president. Miss Kirlin is a house guest of Mrs. Campbell. “The effect of the personnel campaign is becoming evident in a number of states in addition to Indiana,” Miss Kirlin told the group.

Commission Work Fruitful

She reported that league members in Oklahoma and Michigan have served on study commissions which have recommended new personnel systems for state and local governmental units. In several states the leagues have been a factor in securing personnel methods in the setup of state agencies co-operating with the Federal government on the social security program. “Postmasters of the first, second and third class must be placed in the competitive classified service by

. legislative act. Such legislation will

"be the major interest of the National League of Women Voters during the coming session of Congress,” she said. “Although President Roosevelt's executive order affecting these postmasters is considered generally by proponents of the merit principle as going as far to eliminate patronage from the postoffice as his power . permits, such postmasters can not become a regular part of the competitive classified service except by law.” Lists Projects Other league legislative interests as enumerated by Miss Kirlin include improved Federal legislation for the regulation of foods, drugs and cosmetics; lowering of tariffs by means of reciprocal trade agreements and further extension and improvement of the merit system

« in the Federal civil service.

Miss Kirlin and Mrs. Virginia Moorhead Mannon, state league program and legislative director, are to go to Lake Maxinkuckee tomorrow to be guests of Mrs. Richard Edwards, Peru. While there, the trio is to complete drafting a bill for public per- * sonnel management which the Indiana league is to introduce in the coming session of the Indiana

Solution to Previous Contract Problem

BY WILLIAM E. KENNEY American Bridge League Secretary RIDGE players call the play of a low card on a trick, third hand, a “deep finesse.” Usually the object of the play is to safeguard the subsequent play of the suit, with a certain objective in view, The declarer on today’s hand, when he saw the dummy, realized that he might lose three tricks and maybe more. The

promised to produce tricks, and the number would depend on two things—the adverse distribution and the play of declarer. Three no trump might have been a safer contract, requiring only a simple finesse to win nine tricks, but as it was rubber bridge and the honors counted, there is no reason to question the soundness of the contract. The opening lead of the club king was won with the ace, and then three rounds of trumps were taken. Declarer realized his contract would be defeated unless he could win three tricks in hearts,

and thus find a place for his losing diamond. The simple finesse of the queen of hearts, followed by the ace, would not do, as South had no entry other than the heart suit into dummy. } He therefore led a small heart, and when West played low, made a deep finesse.of the nine. East won with the 10 and returned a club. West cashed two clubs, then led a diamond. South won with the ace, finessed the heart queen, and then played the ace, dropping the king and jack. On the fourth heart, he discarded the losing diamond, thereby: making his contract. (Copyright, 1936. NEA Service, Inc.)
