The Tibbs-av and Eagle Creek Civic League is to construct a community house with funds relalized from a carnival being held at Rochester and North-sts. The carnival opened last night with a two-mile parade and addresses by Criminal Court Judge Frank P. Baker and Toney E. Flack, community newspaper publisher. Judge Baker discussed community activities and the need for civic mssociations in fostering neighborhood unit, Mr. Flack outlined the league's history since its organization -in 1928, The parade featured floats of ‘West Side business firms. It was estimated 3000 attended the opening. Tomorrow night an amateur contest is to feature the carnival. Edward Workman is league president.
INJUNCTION RULES MAY BE EXTENDED
By Berippa-Howard Newspaper Alliance WASHINGTON, Aug. 14—A revision of Federal court rules to make injunctions more powerful, extending their prohibitions over the whole country in some cases, is being considered by the Supreme Court. Lawyers and judges have been ‘given until Sept. 1 to propose changes if the rules as drafted by a special committee, headed by former Atty. Gen. W. D. Mitchell. If approved by the Supreme Court, these far-reaching changes will be submitted to Congress next Janus ary and made effective the follow- | ing September without further legislation.
