A committee, selected at a meetdng in the home of Edward Eckstein, president of the South Side Civic Clubs, Inc, is to meet with the Works Board tomorrow to urge haste in financing the project, filed last Week with Works Progress Administration. It is to ask the Board to include the funds in its budget for 1937 or
arrange a bond issue for the eleva=|
tion, Mr. Eckstein said he felts the project would be considered more favorably if the city had its part of the financial arrangements made before the project is considered in A ashington. Suggests Levy or Bond Issue “An additional levy of about 4 cents would raise the city fund fo: track elevation,” Mr. Eckstein said: + If an additional tax is not favored, the funds could be raised through fA bond issue, The city is about $400,000 from its limit on bonded indebtedness, but more than enough bonds are to be retired before Jan. 1 to allow for the $234,000 needed hy the project. “With WPA suppdet, the South Side elevation could be put through at a saving for the city. In the future, with no government help, the cost to every one would be much greater.”
SUSPECTS IN MILLER SLAYING ARE INDICTED
Heber Hicks, Only One in Custody, May Be Tried in September, Times Special BROOKVILLE, Ind, July 23.— Heber L. Hicks, Cincinnati, 0. probably will be tried in September for the slaying of Harry L. Miller, retired Cincinnati fire captain, who ~ lived near here, Prosecutor Kenneth Copes said today. Hicks, chauffeur for Miller, and * three uncaptured suspects, Frank Williams, John Poholsky and William Kuhlman, all of Cincinnati, were indicted yesterday by a Franklin County grand jury for first degree murder, robbery and first degree burglary. Nine witnesses appeared before the grand jury.

Officials Refuse Charter to Consumers Group.
The Secretary of State's office today refused to issue a nonprofit charter to the St. Joseph County Consumers’ Co-operative Associa tion. Joseph O. Hoffman, assistant secretary, said he believed the asso. ciation’s members would profit by the undertaking. D. Lincoln Orlow, South Bend, association attorney, indicated he would file mandanius proceedings against the Secretary of State. All funds collected by the association above the cost of operation are to be returned to members in the form of dividends according to the amount the individual member buys from the co-operative, Mr. Orlow said. He said his co-operative: had 8000 members.
