A. F. of L. Ouster of Lewis's Unions May Take Place Before. November.

BY HERBERT LITTLE Times Special Writer WASHINGTON, July 23.—The final division of American Isbor into two rival bodies may come in a few weeks, instead of being delayed until after the A. F, of L. convention at Tampa in November, Labor experts believe that if the A. PF. of L. executive council carries out its intention of suspending the 12 unions of the Committee for Industrial Organization, the split will have been completed for all practical purposes. And John L, Lewis will have no alternative but to weave together his own fighting organization. If suspended by the council, the 12 C. 1. O. unions undoubtedly would not be allowed to vote in the convention. If suspended from participation in A. PF. of L. aflairs, there is no reason why the 12 should continue to pay their 1 cent agnember a month —aggregating $10,000 a month or .so—to the organization headed by Mr. Lewis’ bitter enemy and tellow United Mine Worker, William

Green, Must Marshal Forces

President Green, having publicly accepted Mr. Lewis’ defiant letter as a refusal to attend the A. F, of L.

“heresy trial” of the 12 unions here Aug. 3, now must marshal his forces and decide on strategy. Mr. Green announced in 8 brief statement that the authority of the executive council to suspend would be Sanvassed before action was taken. Lewis’ letter for the C. 1. O. Me the council’s authority to take this unprecedented faction. Mr. Green 10 days ago in sume moning the C. 1. O. unions to appear for the trial advised them that the council, under its constitutional power to make “rules,” had adopted a rule empowering itself to suspend unions which foment rebellion against the A. P. of L.

The OC. 1. O, said that only the A. F. of L. convention by a twothirds vote could take this drastic action. ! But the indications now are that Instead of resorting to the courts, as labor unions often do in their quarrels, the Lewis group may accept the craft-unionists’ ouster action as final. Another problem yet to be solved, if the split comes, is. ther present C. I. O. organ carry on, signing up vo herents from other unions and from local unions, or whether a convention will be called to form a Permanent or-

ganization.
