cial legislative session called because of a New Deal program, the issues of civil service and beer. The Democrats were voted down by Landon] partisans in yesterday's House and Senate sessions, but they congratulated themselves that they rad loaded barrels for supporters in the nation.| Dragging out a civil service law passed in 1915, the Democrats asked for appropriations to make it effective. The law had never been enforced. ey were turned down by legislators who were pushing to bring out aiproposal for amendment of the state constitution permitting Kansas to ||co-operate in the New Deal security program.

Then the bogey of dry Kansas, beer, was hauled out for inspection The Democrats, headed ,by Senator Joseph McDonald of Kansas City, Kas., offered a proposal to determine th alcoholic content of beer. That) was voted into discard. The effect, observers here felt, was to rer ind the nation that Kansas, bane- -dry by constitution, permits theisale of beer, Gov. Landon himself is an avowed dry. The maneuvering took place in the Senate, where Administration spokesmen defended the Governor's failure to provi appropriations for civil servicel by saying no Governor had found it necessary. It was pointed out! that state boards are generally bi- -partisan and few Governors have made changes in personnel. LOCAL YOUTH GIVEN PAROLE FROM FARM

: Seven Others Get Clemency; Eight Fines Remitted.

The, State Clemency Commission yesterday paroled three Indiana State Farm prisoners, remitted three fines, denied five parole petitions and bath paroled and remitted fines of five other farm inmates. Jack Baldwin, 18, sentenced in Marion Criminal Court April 9, 1936, to six months on a burglary charge, was paroled. The application of Helen Downey, 27, sentenced to 180 days and fined $50 and costs in Municipal Court April 4, 1936, on a public intoxication charge, was denied. Miss Downey had a previous record of three convictions, "the board's records showed.
