UTILITY PLAN

Huntington Treasury Shows No Receipts for Electric Service, Report.

Private electricity consumers of Huntington pay nothing to the city for electric service provided by the city’s municipal electric light system, the State Board of Accounts charged yesterday in ‘a report released by William P. Cosgrove, chief SAM A separate .office has been set up by/ Huntington officials headed by or Bangs through which collec tions are being made from individuals, the report, based on an examination conducted by the board's field examiners, declares, City records show no receipts from private consumers served by the municipal system, according to the report, which states that services and facilities of thé city are being used without the city receiving compensation for them. . Board members said they had no authority to examine records of the separdte office set up by Huntington cfficials, because the standing of the electric light system as a utility is not clear. to say if the Huntington system is a Sitilaty within the meaning of the aw, Question to Be Decided This question is expected to be decided when the Indiana Supreme Court rules on an appeal pending in connection “with the c controversy betwen Mayor Ban and the Northern Indiana Power Co. Mayor Bangs contends that the city plant may. serve private consumers in Sompeiitio - with the private utility operating’ in Huntington. Claims for $9742.90 for materials

used by the light department were. refused by Wallace Reed, Hunting- |

ton clerk-treasurer, because they were not proper claims, the report says. ‘The claims were not honored because the materials were not used on the street lighting system or services direct to city owned build-’ ing, it was explained. Expenditures of $30,444.65 by the Municipal Electric Co. for the 1935 fiscal year, including $12,239.95 for construction, . are shown in the board's report. The consumption item is in addition to” the disallowed claims. Mayor Bang’s action in shutting off Huntington street lights last Dec, 10-31, was “not necessary,” the report said. The action is said to - have been taken because an additional appropriation to pay the city’s light bill had not been authorized.’ The appropriation: was denied by the State Board of Tax Commissioners. The’ Board' of ‘Accounts’ report states that an adjustment could have been made later between the city departments.
