ew Deal Plabks Expected to Contrast Those of G. 0. P.

By United Preas WASHINGTON, June 18—Democratic leaders laboted today on & campaign platf which would take full advantage of controversial issues in the structure assembled by the Republican convention Hy The possibility that New Deal planks would contrast with the Republican policy on states rights arose as Senator Robert Wagner (D., N. Y.), probable chairman of ‘the resolution committee, conferred with Secretary of State Cordell Hull and PWA AGEN Harold L. Ickes. The platform was {expected to be built according to the dictates of the White House, but countless suggestions were invited. These suggestions showed several possible points of sharp difference with the Republican structure,

Constitution Issue

The Democratic platform may not advocate constitutional changes to ‘validate cardinal principles of the New Deal which the Supreme Court had disappreved. It was ‘considered important. that President Roosevelt has not definitely proposed any amendments and that recently he declared his hope that the objective of New Deal legislation could be achieved under the ‘Constitution. However, many Democrats believed that Gov. Alf M. Landon, by advocating an amendment on wages and hours, if necessary, virtually removed that proposal from the campaign battle.

Tariff Policy

_ The New Deal is expected to stand firmly by its reciprocal tariff agreement policy, which Republicans denounced in favor of a return to protective tariff bargaining. Another clash in platforms is expected on farm policy, with the Administration standing on its soil conservation program providing for crop control in contrast to the compromisé Republican plank which included a dozen suggestions for farm relief centered around a plan - for-bounties to. make up to farmers what they have to pay in higher

prices for industrial products due to]

tariff protection. In addition, however, the Democrats are being urged to include in their plank a plan for crop insurance along the lines of the Pope bill, providing cheap insurance against hail, wind, flood and blizzard. The Republicans merely said they would give “every. reasonable’ assistance” to farmers in stricken areas.

Foreign Affairs

A stronger and 'more specific pledge for neutrality legislation is " being studied by Democratic leaders. Suggestions so far put before the platform leaders include: A pledge to respect the sanctity of treaties; support specifically: of the KelloggBriand Peace Pact; a proposal to take the profits out of war; a strong neutrality proposal based on’ finding of the Senate Munitions Committee investigation. It was not believed that the World Court or the League of Nations would be mentioned specifically. The Republican platform specifically opposes entry into the Court or the League.

Women’s Rights

Democratic platform leaders were ‘surveying opinion among women’s organizations in respect to labor conditions and women’s rights. The Republican platform failed to satisfy these organizations in various respects, especially because it specifically mentioned “women and children,” but not men in regard to wages and hours. They claimed that omission of the word “men” was likely to militate against equality for women, asserting that such discrimination had resulted in states ‘Where such a law was in effect. It was understood that Democratic platform builders were studying how their platform could . be made more acceptable to . these groups, Currency. Policy Senator Wagner said he had “no idea” whether the Democratic convention would adopt the suggestion of Senator Elmer Thomas (D., Okla.) for a bimetallic currency. Thomas said he would suggest the platform contain a - plank reading; “The Democratic. Party stands for sound currency backed hy gold and silver. Currency to be sound must be adequate, available and properly valued.

jubilee: of the Grand Army*of the Republic are to open here Sunday. The two events, to last four days, are expected to bring 5000 people here. Affiliated organizations of the G. A. R. are to meet at the same time. State meetings to be held here in the future are the Youths’ Temperance Council in August, and the Dis» abled American Veterans and Haymakers meeting in 1937.

Tekes and Senator Wagner ‘have conferred on drawing of a relief plank expected to stand by the? Administration's work-relief :program as opposed to the Republican: idea of state control. The platform may indorse a permanent works setup to be administered on a merit and not a political basis. A suggestion advanced last year by the National Resources Committee for such a setup is being considered. . Wagner is especially interested in a low-rent housing plank and it appears certain to find a place in the Democratic platform.
