Mr. Popp, Building Commissioner, and former combustion engineer, told the league that much of the smoke in Indianapolis is produced by individuals rather than factories. New equipment, he said, has eliminated much of the nuisance. He said use of new underfeed stokers does not eliminate trouble if a low grade coal is used.
