SEE CONCESSION TO MASS PLAN OF UNIONIZATION Observers Note Change in A. F. of L. Attitude on Principle. BY HERBERT LITTLE Time* Snertal Writer WASHINGTON, May 7.—Concessions to the principle of mass-indus-try unionism were seen today in the A. F. of L.’s attitude toward organizing the steel industry. But President William Green, as spokesman for the A. F. of L. executive council, which is preparing a definite program of steel organization, gives no indication of a treaty of peace between his craftunionsts and the rump movement for industrial unions led by John L. Lewis of the United Mine Workers. The executive council—all but one of its members against Lewis is meeting today six blocks away from Lewis’ Committee for Industrial Organization, both working on plans to submit to the A. F. of L. steel union (the Amalgamated Association of Iron, Steel and Tin Workers) for financing a great expansion of organized labor. Bidding for Adherence The fact that the A. F. of L. and the C. I. O. virtually were bidding for the Amalgamated’s adherence to their respective types of union was cited by Green as proof of the contention he made to Lewis, when the miner set up the C. I. 0., that the insurgent activity may split the labor movement apart. At the same time Green announced that the executive council was willing to grant the steel union jurisdiction over all ‘production workers” in the industry. This is a major concession, since under oldline craft-unionism the mechanics would belong to a separate union, the carpenters to another, and so on until there would be 15 or more in an industry. Green also explained that the organization proposal of the Amalgamated submitted last winter was rejected because it provided for twi separate classes of members, one of which would pay very high dues. Low Dues Needed “The form of organization must be considered in any plan of campaign,” Green said. “In steel we are appealing to mass production workers who can t pay high dues. Initiation fees and dues must oe low. v “The general feeling of the executive council is to go as far as wa can on jurisdictional grant—as far as in the automobile workers’ union —and that's very far." But the bone of contention that led John L. Lewis and William Hutcheson. Carpenters’ Union chief, to a fist-fight at the A. F. of L.’s Atlantic City convention last fall still is apparent. Just now it is wrapped up <n an offer of half a million dollars in money for organizing. Offer is Conditional The C. I. 0., made up of eight big A. F. of L. unions supporting industrial unionism, offered this amount to the steel union if a complete industrial union were set up It offered the same amount to the A. F. of L. for general industrial union organization. Green pointed out that the C. I. O. offer was “conditional” and indicated broadly that the council probably could not accept such contributions. KINDERGARTENS GIVEN ROLE IN HEALTH DRIVE Ribbons to Be Awarded Young Pupils Who Have Obeyed Rules. Blue and red ribbons are to be awarded children of 23 Indianapolis kindergartens at the annual health round-up to be held May 21 and 22 at the Brookside Community House. Miss Grace L. Brown, Indianapolis Free Kindergarten Society superintendent, announced today. Awards are to be made to children who have completed their year’s health requirements. Winner lists are made up annually during child health week, which is being celebrated this week. Among points stressed are teeth, eyesight, tonsils, weight, nutrition and immunization against diphtheria and smallpox. Last year 1021 names were included on the health honor roll. The Marion County Tuberculosis Association is co-operating by observing child health week jointly with National Negro Health Week, Miss Mary Meyers, executive secre-
