(Copyright. 19S. by United WASHINGTON, April 14.—Farm co-operatives and power district's—not private utilities—will receive a major portion of the new $410,000,000 rural electrification fund, because power companies are reluctant to Join in the New Deal's plan for “a cultural renaissance in agricultural areas.” Administrator Morris L. Cooke made that statement today in an interview on plans for carrying electric power to rural homes. Both the Senate and House approved the 10-year plan to supply reasonable-cost electricity to thousands of country homes, and now need to settle only minor differences before the measure goes to the White House. President Roosevelt's approval is certain. Utilities Avoid Offer Mr. Cooke said that utility companies in general had avoided his offer to borrow Federal money at 3 per cent over a 20-year-period to aid in the program. He emphasized that "we’re not fighting the power interests” and refused to comment on the reason for their action. Other power officials explained, however, that the companies believed it would be inconsistent to borrow funds from the Rural Electrification Administration, and carry on their legal fight with the Administration's Tennessee Valley experiment and the municipal power program of the Public Works Administration. REA will ally itself, Mr. Cooke said, with home demonstrators, extension services and land grant colleges and universities to teach country families to develop themselves through reading, literary and art clubs and other activities To further that aim, REA also is to lend money for the purchase of washing machines, indoor plumbing, water pumps, and other appliances. JOB INSURANCE BOARD PLANS PUBLIC HEARING May 20 Set as Date for First Payments by Employers. The State Unemployment Compensation Board is to hold a public hearing at the Statehouse April 27 on rules adopted by the board last week. May 20 was fixed by the board as the date on which payments to the unemployment compensation fund are to start. Payments then are to be made on the 20th of each month. Employers pay at the rate of 1.2 per cent of their taxable payroll from April 1 to Dec. 31 and 1 per cent in 1937. Employe contributions do not start until next year. Rules adopted by the board Include regulations for the keeping of records, governing contracts for hire, reimbursement for overpayment, reports and collection against deficient accounts. BOARD MAY ANNOUNCE NEW SCHOOL OFFICIALS Bloomington Principal, Coach to Be Selected. By Vnlted Press BLOOMINGTON, Ind., April 14. The expected appointment of Ben Watt, superintendent of schools of Noblesville, as successor to V. L. Tatlock, Bloomington High School principal, may be acted upon at a meeting of the Bloomington school board tonight. The board also will consider appointment of anew basketball coach t,o succeed A. L. (.Pete) Phillips, resigned. . Among leading coaches considered for the appointment are Tom Rea, Washington; Johnny Ward, Tipton, and John Adams, Vincennes. SPECIAL STAMPS TO BE SOLD COLLECTORS Commemorative Issued Go on Sale at New York Fostoffire. A sheet of commemorative stamps is to be issued as a souvenir for the Third International Philatelic Exposition of 1936, to be held in New York May 9 to 17, Adolph Seidensticker, Indianapolis postmaster, has announced. Each sheet, to cost 12 cents, is to contain four stamps celebrating the Connecticut tercentenary, the Cali-fornia-Pacific Exposition and the Michigan and Texas centennials. Collectors may obtain them until May 6 by sending self-addressed envelopes to the New York City postmaster. Each collector is limited to 10 sheets. Proceeds to Aid Olympic Team Benefits of the Indianapolis Liederkranz card party at 8:15 tonight at 1421 E. Washington-st are to be donated to be financing of American participants in the Olympic games to be held this summer in Germany, it was announced.
