INDIANA SOCIAL SECURITY BOARD MEMBERS MEET Hope to Put New Welfare Department to Work ■ by April 1. Hoping to place the newly created public welfare and unemployment compensation departments into full operation by April l, state social security boards members held organization meetings in the Statehouse this morning. These two boards, a heritage to the citizertry from the special session of the General Assembly, were set up by Gov. McNutt. It was reported that Clarence A. Jackson, gross incoma tax division director, also is scheduled to be director of the unemployment compensation department, and that Wayne Coy, Governor's Unemployment Commission director, is to become public welfare department administrator. The welfare board may use the machinery of the gross income tax department, for the present at least, to set up the job insurance plan, it was said. Employers are to make a first payment of 1.2 per cent of the pay roll, starting April 1. Budget Must Be Formulated In order to obtain Federal grants, the public welfare department is required to formulate its budget and file * ith the Federal Social Security Board prior to April 1. T/he old public welfare division wa£ abolished yesterday when Mr. Cow dismissed 15 employes of the department. Offices of the department were closed today and Mr. Cy ceased to be its director. It wls indicated the new board probably is to rehire these employes. IThere is to be no change in the lecal administration of old-age tensions, aid to dependent children ,nd blind persons until county wel.are departments are in operation and their setups approved by the State Board of Public Welfare. Judges to Name County Boards Circuit court judges are to name members of the county boards, and these boards are to assume the duties now exercised by county commissioners in payment of oldage pensions, and the work of the boards of children's guardians and other local welfare activities. It is estimated that the vast, new public welfare bureaus are to spend approximately $14,850,000 next year, about half of which is to come from the Federal government. Several hundred additional employes are to be put on the public pay rolls. ESCAPED LIFER IS TO RESUME PRISON TERM Good Record During His Freedom 1 May Help Him Get Parole. Baker, escaped life-term Alabama convict, today prt pared to return to the Southern prison to resume his sentence. Anew Alabama parole rule makes it possible to take his good record during his freedom into account, an official said. Relatives, fellow church members and associate steel workers pledged their support to the man who has lived a model life here in the 11 years of his freedom.
