LUDLOW URGES HOUSE TO ACT ON AMENDMENT Pleads for Support on War Referendum in Talk in Congress. Times Special WASHINGTON, March 10.—America never will engage in another foreign war if hLs constitutional amendment providing for a- referendum is adopted. Rep. Louis Ludlow contended in addressing the House of Representatives. Mr. Ludlow took the floor to plead that members sign his petition to discharge the committee and bring the mandment up for House action. It provides for a referendum on United States participation in any foreign war and also for taking the profits out of war. Speaks in House “Give the men who have to fight and, if need be, to die, and their wives and mothers the right to vote on a declaration of war, and America will never enter another war that is not a righteous war and a war for defense,” Rep. Ludlow declared. “Take the profit out of war and there will be few wars. “This House already has gone on record in favor of taking the profit out of war by statute. The bill we passed at the last session is languishing in a pigeonhole of a Senate committee, and the probability Is it never will see the light of day. “My resolution proposes to do by constitutional amendment substantially what the bill passed last year proposed to do by statute. The purpose to be achieved can never be accomplished by statute because influences that maneuver a country into war can, and will, repeal in a jiffy all statutes that conflict with their aims. “Only a constitutional amendment has the permanency and stability necessary to take the profit out of war,” TREE PLANTING DRIVE HERE GETS UNDER WAY Council of Garden Clubs Is in Charge of Campaign. The third annual tree-planting campaign of the Council of Garden Clubs was launched today under direction of Mrs. H. P. Willwerth, president. Headquarters have been established in Wasson’s “daylight corner,” Washington and Meridiansts, and are to be open daily from 10 to 5. The drive is expected to last four weeks or longer. The council makes it possible for property owners to buy trees at a reduced price and have them planted by WPA laborers, Mrs. Willwerth said. Park Board employes are to supervise the work. SPEAKERS AT YOUTH MEETING ANNOUNCED Shelbyville Pastor to Address Opening Night Session. Times Special MANILLA, Ind., March 10.—Dr. A. E. Cowley, First Baptist Church pastor, Shelbyville, is to address the opening night session of a two-day county youth conference in churches here March 20 and 21, it was announced today. Other young people’s leaders expected to take part in the program included Howard Anderson, Indianapolis, state superintendent of the Council of Religious Education; Miss Wilma Fike, Rushville, and Miss Audra Smith, Indianapolis.
