BATTLE LOOMS IN LEGISLATURE ON HOME RULE County, Township Officials Oppose State Board Welfare Control. The Association of County and Township Officials Is prepared to fight for home rule at the coming special session of the General Assembly, Charles M. Dawson, association leader, said today. *'We certainly are to have something to say when the session starts,” said Mr. Dawson, “but the bills as they stand are greatly modified from the Governor's original suggestions.” Originally, he said, the bill would eliminate poor relief from the township trustee, but most of this has been deleted. “We don't want Hitlerism,” insisted Mr. Dawson, “and we don’t feel we need university graduates to help auditors and commissioners deal with pensions.” The proposal to set up an office, pay a director SI2OO a year and expenses of his investigators would force many counties bevond the $1 .50 tax limit, Mr. Dawson declared. “Why in 30 minutes they could draft a bill to conform with Federal requirements and eliminate the expenses in the proposed bill,” he said. Group Fights Centralization The organization is fighting a move to invest welfare administration in a state board, insisting that counties and townships have more knowledge of affairs. ■ Some legislation is expected to be introduced during the special session sjnee the social security program a state organization to administer relief, old-age pensions and other welfare work. “They have quit talking about economy nqw,” declared Mr. Dawson in commenting on suggestions that a state board and county director might carry out the program cheaper. The economy bill and social security legislation, according to association officials, are to take away so many duties as to make their jobs unnecessary. RAILROADS GET READY FOR RETIREMENT ACT Changf Pay System to Effect Saving for Managements, Workers. fly T/'nilrd I’n in CHICAGO, Feb. 28.—Approximately 465,000 railroad employes will find close to $17,000,000 extra in their pay envelopes tomorrow. It is not a salary increase, but a change in the policy of payment made by the various managements because of the government railretirement pension act taking effect March 1. After the first of the month railroad pay rolls are assessed 3’ 2 per cent. Employes are assessed an equal amount. By changing the system of having wages two weeks behind actual time worked and including, in most cases, work performed up to and including Feb. 25, the railroads and workers will save slightly more than $1,000,000 each. Processors throughout the United States who expect to get back more than $150,000,000 in AAA taxes, may be balked by a suit filed by Alfred Fades, Evansville, baker, above. Mr. Eades claims that the processing taxes were passed on to bakers by the millers and hence the bakers, and not the processors, are entitled to recover.
