JOB INSURANCE BOARD FAVORED BY COMMITTEE Separate Administration by Five-Man Commission Wins Support. The Joint legislative committee htudying social security bills for the coming session of the General Assembly today tentatively decided to ask appointment of a five-man board to administer unemployment compensation insurance. The proposed board would be separate from the social welfare board, and it was tentatively decided that the state Treasury Department would handle unemployment insurance funds. The announcement was made after a subcommittee headed by Senator Walter Chambers conferred with Gov. McNutt this morning. Tension Age Limit Lowered Personnel* of the proposed board would be two representatives of labor, two manufacturers’ agents and the fifth member to be chosen by the four. The committee also tentatively has decided to reduce the old-age pension minimum from 70 years to 65 years on July 1, 1937. The committee yesterday discussed terms of the proposed unemployment insurance bill and decided on a merit rating plan whereby employers with a small labor turnover would receive marked reductions in the pay roll tax assessed against them for the compensation fund. State taxes are to be levied on employe wages and salaries up to $2500 a year with the employe paying half as much as the employer starting Jan. 1, 1937, according to the committee’s present plans. Employer Tax Is Cut It tentatively was decided to reduce the state tax on employers for 1937 from 2 per cent to 1.8 per cent and the tax thereafter from 3 per cent to 2.7 per cent. These rates will permit employers to obtain maximum credits on their payment of the Federal pay roll tax, it was said. The state rate for employers this year was fixed tentatively at nine tenths of 1 per cent of total pay rolls starting April 1, or, if the employer desires, he may contribute nine-tenths of his pay roll for the nine-tenths of 1 per cent of his pay roll for the entire year. The alternative permits the employer to receive Federal tax credit. Exemption Is Suggested Tentative plans for the type of state compensation fund pool call for a combination reserve and pool plan to enable the low-turnover employer ultimately to receive tax reductions. Under this plan, separate accounts would be maintained for each employer. Five-sixths of the tax levied against each employer would be placed in his account and the remaining one-sixth put in a general pool to take rare of businesses with heavy seasonal unemployment. SANITARY RULE ENFORCEMENT DRIVEJPENED Morgan Orders Regulations on Hotels, Taverns and Cases Be Followed. Dr. Herman G. Morgan. Health Board secretary, today announced a drive to enforce city regulations on sterilization of glasses and silverware in restaurants, taverns and hotels. “This is in line with our campaign against spread of respiratory diseases, which has become serious here in the last few months,” he declared. “This department is to make a thorough check of all sanitary conditions in these places. “We find a tendency on the part of some tavern owners to merely rinse beer glasses in water. A regulation has been adopted by this department which requires that these glasses be soaked first ir. a disinfectant solution.” Dr. Morgan called attention to the

fact that this necessary health precaution can easily be carried out with little added expense to tavern owners. Acting on recommendation of Dr. Morgan, Mayor Kern already has launched an educational anti-spit-ting campaign to be conducted in schools and through placards. An appeal is being made to the “civic pride” of the citizens, and cityhealth officers think they will not have to rely on enforcement of a city anti-spitting ordinance.
