M'NUTT SILENT AS COMMITTEE CONTINUES TASK Governor Declines Comment on Hinted Concessions to Home Rule. Gov. McNutt today declined comment on proposals of the joint legislative committee drafting social security legislation and indicated he would have nothing to say until the bills are presented to him. The committee has made concessions to home rule in the administration features of proposed legislation to be presented to the coming special session. “I have done all that I can and have submitted to the committee recommendations of the Social Security Board in Washington,” Gov. As the proposed unemployment I insurance bill now stands, emi ployers of one or more persons, except for certain exceptions, would pay a 2 per cent pay roll levy beginning July 1, 1938. The commit- ] tee, however, is said to be considering a minimum of four workers instead of the one-worker minimum in the state bill and the eight-work-er quota in the Federal act. The pay roll taxes, plus a 1 per cent contribution from employes, is to be pooled in the state treasury from which benefits will be paid to unemployed persons. Tentative Agreement Reached The committee reached a tentative agreement yesterday on the bill for administrative functioning of all phases of the social security program. State penal and benevolent institutional control is centfalizjd in the proposed new State Board of Public Welfare of nine members. Although state institution trustee boards are not abolished, the measi ure now is reported to provide that the Governor may at any time assign any state government division to the new public welfare department A five-member county board, to be appointed by the circuit judge, was decided on by the committee, it was reported. The county board would select a county director from a list submitted by the state board. The director would have to be a resident of the county, however. Two Members to Be Women Two members of the county boards are to be women, it was said, and not more than three members are to be of one political party. Copies of all bills as finally approved by the special committee are to be sent all members of the General Assembly a week in advance of the special session, which is expected about March 2. The joint committee was scheduled to adjourn today for a week and then meet at the Statehouse with a Federal social security board representative from Washington, who will check the completed bills to see if they comply with Federal requirements. I„ Feb. 13.—Manuel Earnshaw, 73, Philippine Islands resident commissioner to Washington from 1913 to 1917, committed suicide today by shooting himself with a revolver in a cemetery at Del Norte.

MAKE COFFIN COURSE EASIER, GOLFERSPLEAD Suggestions Made in Effort to Bolster Money-Losing Municipal Links. A. C. Sallee, park superintendent, was named golf course administrator today by the park board. Andrew Miller, park maintenance man, was placed in charge of greens, assisted by F. C. Freeman. The board announced that the leave of absence of Harry Schopp, golf director, was continued. If the City Park Board would enjoy more customers at Coffin golf course, it would be well to fill in a few of the water hazards, cut down a few bunkers and put up some front tees, the Indianapolis Public Links Association reports. This suggestion was one of three offered by a committee at the Park Board session today. Two weeks ago the board discussed abandoning the course, which has lost $23,000 since it was remodeled three years ago. The committee, headed by John Niblack, association president, asked that the course be made easier in order to attract duffers. HOUSE STAGES BITTER DEBATE ON ARMY BILL Right to Use Troops in Disorders Stirs Angry Discussion. (Other Details on Page 6) By United Press WASHINGTON, Feb. 13.—Bitter debate over the right to use the United States Army in suppressing mobs and strikes broke out today as the House continued stormy discussion of the record-breaking $543,341,000 War Department supply bill. The issue was raised by fiery Rep. Vito Marcantonio (R., N. Y.), one of a group seeking to reduce the huge total. Brandishing copies of Army manuals sent to officers and enlisted

men, Rep. Marcantonio attacked orders to “shoot low” in breaking up mobs. He charged the manuals advocated obtaining information regarding strikers from “strikebreaking” agencies. Rep. John W. McCormack (D., Mass.), author of a bill to suppress sedition in the nation's armed forces, contended the manual was aimed to disclose how Communists opera' e “in seeking to overthrow the government.” He said the National Guard, not the regular Army, is used in strikebreaking.
