AUTO OWNERS RESPONSIBLE IN TRAFFIC CASES Council Decides Method of Fixing Blame for Violations. This was decided by City Council last, night after Mrs. Nannetfe Dowd declared fixing of responsibility was necessary if police are to enforce properly the traffic code. Because of a disagreement among council members the sections of the measure seeking to re-establish the tow-in enforcement method were stricken out. Under that system, police. would have the power to haul improperly parked cars to a central garage, and force the owners to pay for the storage upon release. Codification Urged Councilmen expressed hop. that the proposed codification of all the city traffic ordinances is to be started soon. Mayor Kern is to name three attorneys to do the work. Taxicab licensing bill was held up two weeks more on the request of Dr. Silas J. Carr, public safety committee chairman. He said additional amendments are needed before the measure is ready for passage Opposed to Law's Kepeal Records show that a majority of Council definitely stands opposed to repeal and also reveal that union leaders remain firm in their demands to the contrary. Following brief debate last night, the city’s lawmakers, by six-to-three vote, killed a measure seeking to repeal the present anti-picketing ordinance. This bill was introduced July IS by Councilman Adolph J. Fritz, secretary-treasurer of the Indiana State Federation of Labor, and he pleaded for its passage until the final roll call. The measure was drafted. Mr. Fritz explained, “to rorrect abuses which came to light in the Indianapolis Bleaching Cos. strike,” a year and a half ago. The present ordinance, he claimed does not give workmen the right to peacefully picket. ’ flow- They Voted Dr. Theodore Cable. Mrs. Nannette Dowd and Mr. Fritz voted last night to keep the repeal measure alive. Dr. Carr. Edward R. Healing, William A. Oren, John A. Schumacher, Ross H. Wallace and Edward B. Raub, council president, rejected it. Shortly before close of the session, Mr. Fritz introduced another measure which would amend the present ordinance to allow picketing.
