SECURITY COST CITED BY HEAD ! OF FOUNDATION Estimates Tax Will Take 12 to 15 Per Cent of Pay Rolls. Declaration that operation of the Federal social security program to start Jan. 1 will take 12 to 15 per cent of pay rolls hi Indiana and afford less protection than now is available through private agencies is contained in a letter to Gov. McNutt from H. C. Williams, president, United Endowment Foundation, New York. In addition to his estimate that at least 12 per cent of pay rolls is to be taken in social security taxes, Mr. Williams asserts that already taxes take 25 per cent of every pay roll dollar, and with the security program levy, the total is to be not less than 40 per cent. Turning to benefits to workers under the social security act, Mr. Williams points out that the monthly old-age pension can not be less than $lO nor more than SBS. To receive the highest pension it would be necessary for a person to have worked for 45 years at a salary of $250 monthly. This, he states, means that workers in the present generation are to receive little. Views Jobless Benefits An even more pessimistic picture is painted by Mr. Williams regarding unemployment insurance benefits. Basing his calculations on state laws now in effect, he estimates the minimum benefit would be $5 weekly, the maximum, sls for periods of idleness ranging from 10 to 16 weeks. “At best the plan will provide only temporary relief after a man loses his job while he is trying to find another,” Mr. Williams maintains. “The plan is not a remedy for depression unemployment.” By putting his money in savings banks, by buying insurance or creating a living trust under plans now available, the worker can assure himself of more social security than the Federal program provides, Mr. Williams concludes.
