JAPAN, RUSSIA CLASHING ANEW OVER BORDERS Outer Mongolian Leaders Protest to Manchu After Invasion/ BY JOSEPH H. BAIRD Vnited Pr** Stff Correspondent MOSCOW, Dec. 25—Border difficulties between outer Mongolia and Manchukuo have resulted in a warning that “grave consequences” nia* Tesult from attacks by Manchukuoan troops on Mongol forces, official dispatches from Urga (Ulan Bator) said today. The warning was contained in a note delivered by the outer Mongolian government to the Manchu capital in Hsinking. Moscow was notified of the note inasmuch as outer Mongolia is an ally of Soviet Russia, which generally is credited with controlling all its affairs. Manchukuo is responsible to Japan, which governs its defense and foreign policy. The Mongol note, therefore, is equivalent to a Soviet warning to Japan. A reported invasion of Mongolia by Manchu-Japanese troops near Bulun-Dersu is believed to have prompted the warning. Both the Japanese and Soviet capitals have reported the clash in which several members of the Mongol border guard were killed. Independence Declared Closely linked in the minds of Moscow officials with the growing tension on the outer Mongolia border Is the situation in inner Mongolia where, according to reports emanating from Tokyo, Prince Teh of Mongolia today proclaimed the independence of an important section paralleling the Great Wall of China. This spreading autonomy movement In which Teh asked other overlords to join, was reported, Tokyo dispatches said, by the Manchukuo capital and thus evidently carries thi marks of Japanese inspiration as has been the case with all autonomous movements in north China and the outlying regions to date. Again in the inner Mongolia, case, the plea of a defense against Communism is being made by Japan. According to the Hsinking dispatches, a Japanese army colonel commented that the autonomous movement of Prince Teh was a precaution against “further inroads of Communism.” Comments of this nature are greeted here with scarcely concealed amusement. Extension of the Japanese-sponsored autonomy movement into inner Mongolia is to be expected as the next move from Japan, it is felt here, and naturally would be supported by the Kwantung army, Japan's military body on the Asiatic mainland. Report Growing Friction The two Mongolias, naturally allied in geographical proximity, have similar interests and any encroachment on the one is reflected instantly by aroused concern in the other. The outer Mongol note, in addition, is based on oft-reported frontier clashes that demonstrate growing friction. The note asserts that the point of invasion so clearly is in Mongolian territory that "not even the Manchurian side can doubt it.” For this reason, the Mongolian government makes a “most determined protest.” “Because of the wanton nature of the attacks,” the note continues, the Mongolian government makes the following demands: 1. Return of border guards kidnaped by Manchukuo forces. 2. Investigation to determine the guilty raiders and their punishment. 3. Payment by Manchukuo of the value of “property stolen or destroyed. Japanese Accused 4. Expression of “formal regrets” by the Manchukuo government. 5. Assurances by Manchukuo that border raids will not be repeated. The note flatly accused Japanese troops of participating in the raid. Outer Mongolia's minister of war and prime minister are in Moscow now and the note undoubtedly was sent at their orders after conferences with Soviet officials. The Bulun-Dersy clash first was reported in Soviet telegrams last Thursday and followed an earlier Soviet statement that ManchuJapanese forces were planning “incidents” on the frontier with deliberate intent. Tokyo, however, denied there had been any invasion and said Japanese war office reports showed instead that Mongol forces had invaded Manchukuo. TIPTON LOAN GROUP TO NAME SECRETARY I. Phares, association secretary - treasurer, whose resignations is effective Jan.l. The post probably will be filled by J. Weaver Kemp, who also will continue as secretary of the Kempton Farm Loan Association. Both organisations are affiliates of the Louisville Federal Land Bank, and officers have expressed their intention of retaining only one secretary. Mrs. Phares was appointed to serve the unexpired term of her husband, David Phares, who died in 1933. She was re-elected in 1934 and 1935.
