STATE LINK TO TVA UNIT RESTS ON LUTZ RULING
Finance Plan May Be in Operation Soon, Says NEC Director. BY ROBERT KYLE Financing of purchases of electrical equipment for Indiana homes and farms through Federal agencies, at a 5 per cent interest, hinges on a ruling of the state Attorney General expected today. The Tennessee Valley Authority, through its subsidiary, the Electric Home and Farm Authority, soon may operate in every county in Indiana, according to Clarence Manion, Indiana director of the National Emergency Council The plan is already in operation in the South The Attorney General here will decide whether state laws are in conflict with the Federal regulations setting up the authority’s plan. Provides for Financing Electrical equipment, including motors, ranges, refrigerators, electric wiring and fixtures thus can be paid for by installments, over a period of two years at an interest rate not to exceed 5 per cent. Atty. Gen. Philip Lutz Jr. was asked to make a ruling by Mr Manion following approval by the Electric Home and Farm Authority of the application filed by the Richmond Municipal Light and Power Cos. opening the way for the authority’s operation in the state. Such a financing plan is of special importance to the Boone County Rural Electrification project, where 2000 patrons soon will be supplied electric power through financing of country power lines. Projects Being Formed At present there are 60 similar rural electrification projects thioughout the state in the process of organizing, according to Frederic I. Barrows, director of the Indiana Statewide Rural Electrification Membership Corp., which is sponsoring the moves. The financing plan for electrical equipment to consume power brought to farmsteads fits into the projects completely, Mr. Barrows said. Added impetus is to be given to the sale of electrical equipment which hitherto has been denied farm consumers because of the high financing costs, he declared. Equipment may be purchased from local dealers approved by the authority which, in turn, finances them. This arrangement is familiar to that of reputable financing companies. In the end. the Federal government assumes the obligation, as authorized by Federal law when the TVA was organized. Time* Special SHELBY VILLE, Ind., Dec. 19 Because a raiding party of local and state officers found 46 bottles of home brew in his cottage in Flat Rock, William Cropper. 65, had to part with $62.40 of his Christmas money in city court. Mayor L. E. Webb fined him SSO and casts after Cropper pleaded guilty to a charge of unlawful possession. Sheriff Ralph Brown. Patrolman Emerson Barlow and Dale Mitchell and John Christian of the state excise police made the arrest.

MUNCIETO TRY FISCAL CHANGE Controller Announces ‘Pay as We Go’ Program for 1936. Time ft Special MUNCIE, Ind., Dec. 19.—'The city of Muncie is to operate on anew financial basis next year, Controller H. L. Parkinson announced today after a preliminary audit of the city’s unpaid claims. “All bills will be paid promptly in 1936,” Mr. Parkinson declared, adding that “we will observe a strict policy of ‘pay as we go.’ ” Establishment of a central purchasing department through which all departmental requisitions are to be cleared, will be the first step in an altered fiscal policy, the official disclosed. In addition, he said, funds will be checked before any purchase is allowed. While not prepared to state the exact figure, Mr. Parkinson revealed that unpaid claims now pending against the city amount to several thousand dollars. WOMAN LAWYER A NUN. TAKES VOWS IN STATE Miss Mary Figueira Was Deputy Prosecutor in Brooklyn. Times Special TERRE HAUTE. Ind.. Dec. 19. Miss Mary Figueira, an attorney and for 10 years assistant district attorney in Brooklyn, has taken the veil of a Roman Catholic nun in the local order of the Sisters of Providence, it became known today. She became interested in the convent last August. A former Democratic co-leader, Miss Figueira holds degrees from four colleges.
