INDIANA JURY PANEL MAY INCLUDE NEGROES lawyer for Colored Defendant May Charge Discrimination. By United Prrst FORT WAYNE, Dec. 13.—A jury panel Including Negroes may be drawn in a murder case here, it appeared today after William Driggs, attorney for Carlyn Lacey, Negro, charged with murder, threatened to involve points argued in the Scottsboro murder case. Lacey was indicted on a charge cf strangling Mrs. Ivory Blackburn, Negro, July 9, by a Grand Jury chosen under a discriminate method whereby Negroes were excluded, Mr. Briggs charged. He threatened to appeal to the District Federal Court on a writ of centiorari unless the case was continued until the February term of court to permit action by a jury including Negroes. RUSSIA CENTRALIZES ACADEMY OF SCIENCES Activities Concentrated at Moscow; Several Bureaus Consolidated. Bn Science Service MOSCOW. Dec. 13.—Centralization is the order of the day in the activities of the Academy of Sciences of the U. S. S. R. The Academy’s principal activities, formerly divided between the one-time capital at Leningrad and the present capital here, have been concentrated at Moscow, and several bureaus have been consolidated. Outstanding is establishment of an Institute for Physical Studies, under the directorship of Dr. P. L. Kapitza, for whom the research apparatus he used at Cambridge University has been purchased and transferred to Moscow.
