The city is heated by neon signs, a universal enthusiasm lor living, and a flair for newfangled political notions. From August, 1933, to May, 1934, Southern California gave birth to Upton Sinclair's "End Poverty in California,” Eugene Reed's “Utopia Society" and Dr. F. E. Townsend's OARP. which stands for "Old Age Revolving Pensions, Ltd.” Wilh his EPIC plan, Sinclair kidnaped California's Democratic party. Reed's Utopia has spraddled eastward and claims 500.000 members. It is a secret outfit with degrees and rituals and a desire that the government underwrite a big “new start” project on some virgin acres where everybody would just move in and start anew and happier life. Os the three, OARP looks the most interesting. a considerable number of crackpots and suckers who follow various California Messiahs as thpy arise and join new clans as the old leaders fade. But the Towasend plan ran t be ! laughed off. It has a golden war chest. It claims 2.000.000 to 3.000,000 members, and may be a real factor in the new year's CongresI sional elections. There have been hints the Townsendites might put up a presidential candidate. If that were possible it would lend startling emphasis to the appeal of something tor nothing : which Dr. Townsend offers. There are indications that OARP is not taking hold in the Mid-West and East as securely as its leaders expected. You don't hear much of OARP coming West until you get far this side of Kaasas. Then it begins to appear. OARP may not get anywhere. But ' it Is going to make a lot of West- ) ern and Mountain states congressional statesmen sweat. month, Townsend promises to make approximately 11,000.000 jobs. Some 3.500.000 of these would be made available to younger persons when the 60-year-old resigned to live on pensions. The plan would cost $25,000,000,000 or so. which would be spent annually by old folk at the rate of S2OO a month and create consuming power which in turn would create about 7,500,000 new jobs for persons under 60. If politicians had a reporting service comparable to the United States Meteorological office the advisory storm warnings would have gone out months ago. Townsend plan hurricane flags are up on the West Coast and the political tornado is moving east. Politicians out this way are on the spot or probably soon will be. That goes for this state, the Northwest and the Mountain constituencies. Even after discounting some of the claims, an organization of tremendous potential political influence remains. It may easily be as effective as the Ku-Klux Klan
