M'NUTT BACKS CODIFYING OF GOVERNMENTS ‘Top-Heavy Local Units Are Uneconomical’ He Tells Tax Group. Anew administrative code for Indiana counties is being considered by Gov. McNutt, he disclosed yesterday in an address at the closing session of the National Association of State Tax Administrators conference at the Indianapolis Athletic Club. He refused to say whether he is contemplating introduction of a bill setting up the code during the expected special session of the Legislature. Referring to “top-heavy local government” as “uneconomical,” the Governor declared major faults to be lack of a responsible county government head; lack of unified plan, and dual functioning of the counties and townships. , He sak' Indiana’s Constitution is almost impossible to amend, and expressed an opinion that the local governmental changes he espouses car be made by statutory enactment without need for constitutional amendments. He indicated that the major end of the code he contemplates would be a reallocation of official duties.

Music should be classified as good or bad, rather than as “classical” or "popular,” in the opinion of John Tasker Howard, composer and music critic, who addressed the ladies’ day meeting of the Rotary Club yesterday. He observed elements in jazz that are truly American, and thinks that the differences in value of our popular music lie in the fact that some is composed spontaneously, while the rest is manufactured for a market. 43 GROUPS TO MEET HERE THIS MONTH 12,740 Persons Expected to Be Guests at Sessions. . Forty-three conventions, bringing an estimated 12,740 persons to Indianapolis, are to be held hdre this month, the Indianapolis Convention and Publicity Bureau announced today. These meetings are exclusive of the state table tennis tournament, Hoosier Cat Club show and the Union Labor Achievement and Educational Exposition, it was pointed out.
