I believe the NRA failed to take cognizance of many factors relative to the handling of perishable products. The handling of such products is a great deal different from a manufacturing business. The people who handled the manufacturing business knew little about it. I fed they knew even less about handling our business. While stating that ’the perfect system of relief is not yet discovered." the bulletin detailed the advantages of the plan evolved during the Federal aid period over the discredited ' basket’’ system, the commissary system and other methods in operation in many townships in the past. Disadvantages Cited The “basket” system should be abolished at once, the bulletin urged. Among disadvantages charged io this plan are: That inferior grades of food were palmed off on township relief orders at prices usually charged for more expensive grades, and the system made possible a great deal of cheating on the part of the grocer. That in many cases food items were exactly the same, week after week, with no thought of proper food for children or ill persons and
no arrangements for balancing ration'. That complaints against the system were so numerous as to take up most of the time of relief workers. That families on relief were never sure that food promised them on a
