HEARING ON CAR FIRM'S PETITION TO BE RESUMED Commission Considers Plea to Issue Securities to Back PWA Loan. Hearing on the petition of the Indianapolis Railways, Inc,, to issue securities as collateral for a $3,120,000 Public Works Administration loan was to be resumed this afternoon before the Public Service Commission. A searching cross-examination of Charles W. Chase, company president, concluded yesterday s session. Mr. Chase was the only witness. He explained how the loan would enable the company to complete modernization and rehabilitation of the street railway system. Chase Is Questioned Fred Wiecking, public counselor; :ames E. Deery, Indianapolis corporation counsel, and Perry McCart, commission chairman, joined in cross-examining Mr. Chase after long direct examination by Arthur L Gilliom, company attorney. The hearing adjourned after a discussion between Mr. McCart and Mr. Gilliom the. question whether failure to pay off Federal obligations would result in logs of the utility's entire property. Previously Mr. Wiecking and Mr. Der ry had asked Mr. Chase a number of questions about the present, value of the property as compared with the value of the same property when it was acquired in 1032. The financial exhibits offered by the petitioner were held incomplete in several respects and Mr. Chase and Mr. Gilliom said more comprehensive figures would be placed in evidence today. Asks Value of Old Equipment Mr. Wricking wanted to know the present value placed on trackage and cars now held practically obsolete because of improvements introduced into the system during the last three years. Mr. Chase testified the old equipment was of great potential value as reserve stoek in event the company was unable to continue payments on present liabilities in the form of equipment trust notes. Earlier In the day representatives of organized labor asked the commission to rule favorably on the petition in order to alleviate unemployment, and provide better service for patrons. Letters from the Indianapolis Real Estate Board, the Indianapolis Hotel Association, the Indianapolis Construction League and the Wiliam H. Block Cos. also indorsed the petition.
