TRAFFIC CASE WITNESS WILL FACE INQUIRY Failure to Testify Causes Judge Karabell to Put Man Under Bond. Making Rood his throat to probe alleged settlement of traffic cases out of court. Municipal Judge Charles J. Karabell today held under SSOO bond a prosecuting witness for failing to testify in a hit-and-run case. Asa result, James W. Reynolds, 3446 Garden-av, must explain why he . igned affidavits charging Harold Call, 38, Spencer truckman, with leaving the scene of an accident and driving under the influence of liquor, and then failed to appear when the case was called yesterday afternoon. He was arrested at his home last night on a bench warrant issued by Judge Karabell. "Ip cases of this kind, the witness can be prosecuted on contempt of court or perjury charges,” Judge Karabell said. Frank Sisson, defense attorney, told the court that a settlement had been made between his client and Mr. Reynolds. Last week prosecuting witnesses in similar cases failed to appear in Municipal Court. Judge Karabell, informed that the defendants were “buying off” witnesses, announced that he would force these persons to appear. “If dangerous drivers find they can use money to settle accidents our law enforcement system will break down,” he said. COMMUNIST TO SPEAK Negro Delegate to World Congress to Talk at Walker Casino. James W. Ford, Negro Communist, delegate to the recent seventh world congress of the Communist International in Moscow, is scheduled to speak at the Walker Casino tomorrow night at 8:15. The Communist Party of Indiana will sponsor the meeting.

NEW SERVICE STARTED BY EASTERN AIR LINES Mail, Passenger, Express Flight Routed Through City, Mail, passenger and express service from Chicago to Miami, Fla., was inaugurated by Eastern Air Lines last night. A Lockheed Electra transport plane making the first flight stopped at Municipal Airport. The last flight of United States mail to be carried in an open cockpit plane arrived here at 11 Monday night. The new service is routed through Indianapolis, Louisville, Nashville, Chattanooga, Atlanta, Jacksonville, Vero Beach and Daytona Beach. 4 UNITS TO BE VISITED Forest Supervisors to Inspect State Areas on Tour. Four Indiana national forest units are to be included in the itinerary of forest supervisors, which starts at St. Louis Thursday, and ends at Columbus, O. next Wednesday.
