MISSISSIPPI ‘IN BLACK'-ALL DUE TO SALES LEVY State Treasurer's Report Shows Cash Balance of $4,447,656. By l'nitrti Press JACKSON. Miss.. May 3.—From the proverbial red of history, Mississippi's financial complexion has definitely turned black under the administration of Gov. Mike Conner, “father of the sales tax.” The state treasurer's report today showed a cash balance in general and special funds of $4 447.656. the heaviest cash balance in history—with no large outstanding debts. May 1 was the third anniversary of enactment of the 2 per cent re- | tail sales tax law. which officials ; credited with bringing the state from the financial doldrums. Gov. Conner announced the sales tax had yielded $9.140.219 in the three years. He said: “When this administration took office in 1932 we found state obligations amounting to more than $7,500.000 were in default, and $2,250,000 of notes and other millions of state bonds were coming due. There was no state credit, and there was but $1,326.27 in the genera*, fund. “Only through a sales tax could the situation be saved. It was made a law. Now, the credit of the state has been restored, state property taxes have been reduced 65 per cent and limited homesteads exempted from all state taxes; millions of dollars of bonds have been paid off. and the state has operated easily within its income.” He also pointed out that state governmental costs had been reduced through “application of sound and honest business methods.” “In my opinion,” he said, “there is no fairer tax than a sales levy.”
