ILLICIT LOVE OF CAPITAL CLERKS BLAMED ON LAW N Many Bar Marriage Rather Than Surrender Jobs, Committee Told. By Unitrii prrta WASHINGTON, April 26—The question of whether the government Is fostering immoral, or at least illicit, relationships among its young men and women employes developed today into a provocative Issue in Congress. It goes back to a section of the 1933 economy act providing that in any dismissals from government departments, the first to go shall be husbands or wives whose spouses also are drawing Federal salaries Likewise in hiring new employes, preference must be given to persons j from families in which a member is not already working. Persons and groups seeking repeal of this provision repeatedly have charged that it was preventing marriage of young people in the government service and that a good many of them were living together anyway. Finally the House Civil Serv- | ice Committee called for facts to support these charges. “I know of at least nine specific cases,” testified Claude Babcock, president of the American Federation of Government Employes. Blames Law for Suirides He told The United Press later that he felt certain "there are a j great many more than that.” He ' said he had been conservative in his statement to the committee because j he had the nine cases ‘clearly tabulated in my mind, but the situation j must be much more widespread as j not nearly all the cases would come to my knowledge.’ ” Mr Babcock also said he knew of three suicides directly due to the provision. A large doll which cried when it was accidentally squeezed by a burly policeman, was a giggling source of delight yesterday to five little girls who were complaining witnesses against George Reed. 63, Negro, 2730 Kenwood-av, charged with attempting to entice them into his house with the doll. Municipal Judge Dewey Myers fined Reed and costs and sen ‘ tenced him to serve 90 days on the Indiana State Farm.
